A Vision for the Next Chapter of Industry 為業界領航 續顯工業輝煌 LEADERSHIP VIEWS | 我觀我見 I extend my sincere gratitude to the General Committee for the trust and support they have shown in electing me as Chairman of Federation of Hong Kong Industries (FHKI) for the 2025-2027 term. I also offer my heartfelt appreciation to Dr Steve Chuang for his exemplary leadership over the past two years. Under his guidance, FHKI made significant strides in advancing innovation, promoting advanced manufacturing, and assisting our member companies with upgrading and exploring emerging markets. Stepping into this role, I recognise it as not merely an honour, but a profound responsibility. Over the next two years, I, together with the Executive Deputy Chairmen, Deputy Chairmen, and the General Committee, will dedicate ourselves wholeheartedly to guiding the industry and continuing its legacy of excellence. Having been part of the industrial sector for over three decades, I have witnessed its constant evolution. Despite facing numerous challenges, Hong Kong’s industrial sector has consistently emerged stronger, remaining a steadfast pillar of our economy. Hong Kong now stands at a crucial juncture of economic transformation. As Chairman of FHKI, I am acutely aware of the weight of this responsibility. 把握轉型契機 開拓多元市場 全球政經格局急劇轉變,地緣政治風險持續升 溫,加上關稅政策的衝擊加劇國際貿易格局的 重塑,香港正處於經濟轉型與產業變革的關鍵 時刻。為實現高質量發展,香港必須以產業導 向為主軸,推動傳統產業升級轉型,同時大力 扶持新興產業,為本地經濟發展注入新動能。 工總深明市場多元化的重要性,我們已著手開 拓具潛力的新興市場。隨著香港人口快速老 齡化,對樂齡產品和服務的需求持續上升,銀 髮市場蘊藏龐大商機。有見及此,工總將在來 年推出「香港樂悠Q嘜計劃」,認證優質樂齡 產品,推動業界提升產品設計和生產標準。另 一方面,全球穆斯林人口接近世界人口四分之 一,消費力與日俱增,將成為香港未來的重要 客源與經濟增長動力。工總已率先推出「香港 Q嘜優質清真計劃」,提升本地的清真友善環 境,未來更會推動清真餐飲普及化,開拓嶄新 商機。 緊扣國家戰略 推動創新發展 2025年是國家《十四五規劃綱要》收官之年, 亦是制訂「十五五」規劃的關鍵時期。香港特 區政府積極對接國家發展戰略,推出《北部都 會區發展策略》及《香港創新科技發展藍圖》 等政策,為本地發展新質生產力提供有利條 件。工總將充分把握這個歷史機遇,全力推動 香港向先進製造業邁進,並發揮香港在科研、 國際網絡和商業信譽方面的優勢,將香港打造 成為國際創新科技中心及高增值產業樞紐。 未來兩年,工總將重點推動先進材料及電子科 技、大健康產業、綠色科技,以及食品科技與 加工業的發展。同時,我們將積極拓展知識產 權交易,並參與北部都會區建設,推動產業升 級,提升香港整體競爭力。在複雜的外圍環境 下,我們將協助港商在「一帶一路」沿線及「全 球南方」新興市場開拓商機,進一步連接內地 和國際市場,發揮「超級聯繫人」和「超級增值 人」的角色。 工總擁有逾二千間會員企業,薈萃各行各業精 英。作為香港工業界最忠誠的夥伴,我與各位 常務副主席、副主席以及理事會成員必定會竭 盡所能,秉承工總的創會宗旨,凝聚工業界力 量,為「品牌•香港」這個金漆招牌增光添彩, 共創工業新篇章。 Seizing Transformation to Explore New Markets The global political and economic landscape is shifting dramatically. Geopolitical risks are escalating, and the impact of tariff policies is accelerating the reshaping of international trade. Hong Kong is therefore at a critical moment of economic transformation and industrial change. To achieve high-quality development, Hong Kong must pursue an industry-led strategy. This involves driving the transformation of traditional industries whilst vigorously supporting emerging sectors to inject new momentum into our economy. FHKI understands the importance of market diversification and has already begun to explore promising new markets. With Hong Kong’s rapidly ageing population, the demand for products and services for older people is rising, presenting significant opportunities within the “silver economy”. In response, FHKI will launch the Silver Q-Mark Scheme in the coming year. This Scheme will certify high-quality products for seniors, encouraging the industry to raise its standards in product design and manufacturing. Furthermore, the global Muslim population, which accounts for nearly a quarter of the world’s total, represents a market of steadily increasing purchasing power. This demographic is set to become a vital customer base and a key driver of Hong Kong’s economic growth. FHKI has already taken the lead by introducing the Hong Kong Q-Mark Halal Scheme to foster a more halal-friendly environment. Looking ahead, we will promote the wider availability of halal dining to unlock new commercial opportunities. Fostering Innovation in Line with National Strategy The year 2025 marks the end of the National 14th Five-Year Plan and is a critical period for formulating the 15th Five-Year Plan. The HKSAR Government is actively aligning with these national strategies through initiatives such as the Northern Metropolis Development Strategy and the Hong Kong Innovation and Technology Development Blueprint. These policies create favourable conditions for developing new quality productive forces locally. FHKI is poised to seize this historic opportunity. We are fully committed to steering Hong Kong’s progression towards advanced manufacturing, leveraging our city’s strengths in research, international networks, and commercial integrity to establish it as an international I&T centre and a hub for high-value industries. Over the next two years, FHKI will focus on promoting key sectors: advanced materials and electronics, the comprehensive health and wellness industry, green technology, and food technology and processing. At the same time, we will actively promote intellectual property transactions and participate in the development of the Northern Metropolis, driving industrial upgrades and enhancing Hong Kong’s overall competitiveness. In a complex global environment, we will help Hong Kong businesses explore opportunities in markets along the Belt and Road Initiative and within the Global South. By strengthening connections between local companies, the Mainland, and international markets, we will fulfil Hong Kong’s role as a “super-connector” and “super value-adder”. FHKI brings together over 2,000 member companies, representing the elite from across all sectors of industry. As the industrial sector’s most committed partner, I, alongside the leadership team and the General Committee, pledge to uphold the founding principles of FHKI. Cultivating Industrial Talent with VPET Industrial-Educational Collaboration to Power Hong Kong’s Future 推動職專教育培育工業人才 產學合作 為香港未來注入新動力 LEADERSHIP VIEWS | 我觀我見 EXECUTIVE DEPUTY CHAIRMAN 常務副主席 DEPUTY CHAIRMAN 副主席 In an age defined by artificial intelligence and big data, Hong Kong is facing an acute shortage of skilled technical professionals. FHKI is taking proactive steps to bridge the gap between education and industry. Recently, FHKI partnered with the Hong Kong Science and Technology Parks Corporation to launch the fourth cohort of the “Innopreneur Experience Journey”, providing over 50 students with valuable placement opportunities. Through a three-day Executive Shadowing Scheme, students engaged directly with cutting-edge technologies in real business settings, gaining first-hand insights into new industrialisation. Initiatives such as these are critical to easing the city’s talent shortfall. According to the Government’s Report on 2023 Manpower Projection, Hong Kong’s labour market is under considerable strain, with a projected manpower shortage of 180,000 by 2028. Of this, “skilled technical workers” alone will account for over one-third of the total deficit. FHKI believes that attracting and nurturing talent equipped with technical expertise, creativity, and adaptability is pivotal to the successful upgrading and transformation of Hong Kong’s industries. Diversified Strategies to Attract Talent FHKI welcomes the Government’s introduction of the “Technical Professional (TP) List”, which opens new channels for individuals from overseas to work in eight skilled trades suffering acute shortages. We recommend that the TP List be subject to regular review, ensuring it remains aligned with industry needs and accelerates the development of new industries. Many companies continue to report difficulties in recruiting mid-level and entry-level skilled workers locally, such as quality management managers and equipment operators. To address this issue, FHKI proposes the establishment of a dedicated platform to match businesses with overseas technical professionals. In parallel, we urge the enhancement of facilities in the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone to build a more attractive environment for global talent. The continuation of the Enhanced Supplementary Labour Scheme is also essential to tackle pressing shortages. 在人工智能與大數據時代,香港面臨技術人才短 缺的挑戰。工總積極連接教育界與產業界,近日 與香港科技園公司合辦第四屆「工業 x 創科體驗 之旅」,為超過50名學生提供寶貴的業界實習機 會。學生通過三天的行政人員工作影子計劃,親 身接觸先進技術與真實業務環境,深入了解新型 工業發展。這類校企合作正是解決人才短缺的重 要一環。 根據政府《2023年人力推算報告》,香港勞動市 場緊張,預計2028年人力缺口將達18萬,其中 「熟練技術人員」短缺尤為嚴重,佔總缺口超過 三分之一。工總認為,吸納和培育具技術、創意 與應變能力的人才,是香港產業升級轉型的關鍵 所在。 多元引才策略 推動產業創新 工總歡迎政府編制「技術專才清單」,允許外來 人士透過新增渠道申請來港,投身八項人力極短 缺的技術工種。我們期望政府定期檢視清單,確 保包含業界最需要的技術專才,加速香港新型工 業發展。 不少企業難以在本地招聘中層及基層技術人才, 如品質管理經理、設備操作員等。工總建議設立 專門配對平台,便利企業與境外技術人才對接, 並完善河套深港科技創新合作區的配套設施,營 造吸引人才的環境。同時,應繼續實行「補充勞 工優化計劃」,緩解業界燃眉之急。 RICKY CHAN 陳偉聰 PETER SHUM 岑健偉 8 | 8-10/2025

提升職專教育 培育本地技術人才 長遠而言,香港應善用職專教育補充勞動力缺 口。兩所大學已升格為應用科學大學,有助完善 職專教育階梯。工總作為推動者與受益者,期望 透過參與課程設計及提供實踐機會,減少學生 「學用落差」。 自資院校開辦課程的審批時間動輒要一至兩年, 不利院校適時培育市場最急需的人才。工總樂見 近期自資院校課程審批權下放至教育局局長, 有望加快審批流程。工總期望應科大開辦更多 配合產業需求的課程,如智能製造、工業設計、 產品檢測等,並增設選修科目提升學生新作業 技能,如電子商貿及人工智能應用等,同時為在 職人士提供深造文憑課程,實現終身學習。 啟發青年興趣 為工業未來鋪路 中學階段是學生生涯規劃的關鍵期。工總希望應用學 習科目能更貼近新型工業發展,並將繼續透過「商 校合作計劃」及各類創科活動,協助學生發掘志向。 正如「工業 x 創科體驗之旅」所展示的,當學生有 機會親身體驗工業環境,更容易激發他們的興趣與 潛能。 工總將持續推動業界與學界緊密合作,如參與「學與 教博覽」,積極推廣以創新科技驅動的教育學習, 從中小學階段提升學生對創科及工業的認知,為建構 香港成為國際創科中心培育更多優秀人才,共同開創 香港工業的新篇章。 Strengthening VPET to Nurture Technical Professionals A sustainable solution lies in strengthening vocational and professional education and training (VPET) to supplement manpower needs. The recent upgrade of two institutions to the status of University of Applied Sciences (UAS) marks a positive step in building a coherent VPET ladder. As both facilitator and beneficiary, FHKI will continue to participate in curriculum design and to provide practical training opportunities, thereby narrowing the “education-employment mismatch”. At present, the course approval process for self-financing institutions can take one to two years, impeding the timely supply of urgently needed talent. FHKI therefore welcomes the Government’s recent reforms, which delegate approval authority to the Secretary for Education, potentially streamlining procedures. We also encourage the UASs to broaden their scope of programmes in response to industry demand – particularly in smart manufacturing, industrial design, product testing, and related fields – while also offering elective modules in areas such as e-commerce and artificial intelligence to equip students with modern workplace skills. Additionally, FHKI recommends Postgraduate Diplomas for in-service employees to enable continuous upskilling and lifelong learning. Inspiring the Next Generation Secondary school is a crucial stage for career planning. FHKI hopes that Applied Learning subjects will be better aligned with the direction of new industrialisation, helping students to explore their aspirations through initiatives such as the Business-School Partnership Programme. As demonstrated by the Innopreneur Experience Journey, when students are given opportunities to experience real industrial settings, their interest and potential can be sparked more effectively. FHKI will also continue to foster close collaboration between academia and industry, including through participation in major events such as the Learning & Teaching Expo, to promote technology-driven approaches to education. By nurturing students’ understanding of innovation and technology (I&T) and industry from the primary and secondary levels onwards, FHKI aims to inspire a new generation of talent. Such efforts will help Hong Kong realise its vision of becoming an international I&T centre, opening a new chapter in the city’s industrial future. 8-10/2025 | 9

Forging Hong Kong’s Future as an International Hub for Responsible Supply 香港轉型刻不容緩 打造「負責任供應鏈 國際樞紐」 LEADERSHIP VIEWS | 我觀我見 EXECUTIVE DEPUTY CHAIRMAN 常務副主席 DEPUTY CHAIRMAN 副主席 In the face of global supply chain restructuring and shifting trade dynamics, it is imperative that Hong Kong seizes the opportunity to transform and upgrade, thereby reinforcing its status as an international trade centre. FHKI has proposed the initiative to establish an “International Hub for Responsible Supply Chains”, leveraging Hong Kong's unique advantages to assist businesses in adapting to this new landscape. Building an Efficient and Reliable Supply Chain Platform The “International Hub for Responsible Supply Chains” entails the establishment of an efficient and reliable supply chain management and certification platform, ensuring that every link in the chain adheres to international standards and requirements. This encompasses diverse aspects, including product quality control, supplier management, the protection of labour rights, and environmental conservation measures. By capitalising on its status as an international financial centre and its comprehensive professional services, Hong Kong can provide all-encompassing support for businesses throughout the supply chain. This includes trade, financing, and insurance, whilst also serving as a compliance assessor and quality gatekeeper. Such a role will assist companies in meeting international standards and ensure their operations conform to a wide array of regulations. Hong Kong boasts a well-established legal framework, internationally recognised professional services, a zero-tariff regime, and a vast talent pool. Coupled with local enterprises expanding their manufacturing operations globally and adopting flexible business models, these advantages uniquely position Hong Kong to develop as a supply chain hub connecting Mainland China with international markets. Developing into an “International Hub for Responsible Supply Chains” will not only enhance Hong Kong’s global competitiveness but also deliver multiple benefits to the local economy. Firstly, this initiative will attract more multinational corporations to establish procurement and operational centres in Hong Kong, thereby stimulating the growth of related industries. 鏈標準和認證體系,可強化香港作為品質保證 及合規把關者的角色。此外,這亦有助本地企 業升級轉型,開拓高增值市場,創造更多優質 就業機會。 應對全球供應鏈新挑戰 隨著各國加強對企業環境、社會與管治(ESG) 的要求,供應鏈合規標準不斷提高。歐盟實施 碳邊境調整機制(CBAM)、美國收緊環保法 規等政策,都為企業帶來新挑戰。未能及時適 應的企業將面臨被市場淘汰的風險。作為「負 責任供應鏈國際樞紐」,香港可協助企業理解 和適應這些新規定,並提供相應的解決方案和 支援服務,確保供應鏈的可持續發展。 針對企業面臨的挑戰,工總推出多項支援計劃。 首先是「Q-Carbon」與「Q-ESG」認證計劃, 為中小企提供一站式支援。「Q-Carbon」以循 序漸進的方式,協助企業提升碳審計能力及推廣 碳管理最佳做法;「Q-ESG」則協助企業建立 ESG審計能力,推動企業採用ESG管理的最佳實 踐方案。工總亦會推出《碳管理實務指南》,為 製造業提供實用的碳管理框架,詳細解釋CBAM 要求。工總更正籌備「碳管理網上平台」,促進 知識分享。 多方配合 共建未來 要實現「負責任供應鏈國際樞紐」的目標,需 要多方配合。在政府層面,應提供稅務優惠和 資助,支持企業投資相關系統與設備;同時需 要加強跨界合作,建立跨行業資訊共享平台, 統一標準。在人才培育方面,應加強ESG管 理、碳會計等專業培訓。企業亦需主動將合規 要求納入營運策略,提升競爭力。 香港要在新一輪全球競爭中保持優勢,必須把 握轉型機遇。透過政策支持、市場參與及各 界努力,香港可在全球供應鏈重組中發揮關鍵 作用,為本地企業開拓新機遇,鞏固國際貿易 中心地位。成功打造「負責任供應鏈國際樞 紐」,不但能提升香港在全球供應鏈中的戰略 地位,更可推動本地產業向高增值方向發展, 為香港經濟注入新動力。 chain standards and certification systems, Hong Kong can strengthen its role as a guarantor of quality and compliance. Tackling New Global Supply Chain Challenges As nations worldwide strengthen their requirements regarding Environmental, Social, and Governance (ESG) standards, the compliance benchmarks for supply chains are continually rising. Policies such as the EU’s Carbon Border Adjustment Mechanism (CBAM) and the tightening of environmental regulations in the United States pose new challenges for businesses. Companies that fail to adapt in a timely manner risk being eliminated from the market. As an “International Hub for Responsible Supply Chains”, Hong Kong can assist enterprises in understanding and navigating these new regulations, providing corresponding solutions and support services to ensure the long-term sustainability of their supply chains. In response to the challenges that businesses face, FHKI has launched several support initiatives. The first of these are the Q-Carbon and Q-ESG Certification Schemes, which offer one-stop support for SMEs. The Q-Carbon scheme helps companies to progressively enhance their carbon auditing capabilities and promotes best practices in carbon management. Meanwhile, the Q-ESG scheme assists businesses in establishing ESG auditing competencies and adopting best-practice solutions in ESG management. Additionally, FHKI will release carbon management guidebooks to provide the manufacturing sector with practical carbon management frameworks that clearly explain the requirements of the CBAM. FHKI is also in the process of preparing a Carbon Management Online Platform to facilitate knowledge sharing. Building a Collaborative Future To realise the vision of becoming an “International Hub for Responsible Supply Chains”, a multi-faceted approach is essential. At the governmental level, tax incentives and funding should be provided to support businesses in investing in the necessary systems and equipment. It is also vital to strengthen cross-sector collaboration by establishing an interindustry information-sharing platform to unify standards. In terms of talent cultivation, a greater emphasis should be placed on professional training in ESG management and carbon accounting. Companies, for their part, must proactively integrate compliance requirements into their operational strategies to enhance their competitiveness. For Hong Kong to maintain its advantage in this new era of global competition, it must seize the opportunity for transformation. Through policy support, market participation, and the collaborative efforts of all sectors, Hong Kong can play a pivotal role in the restructuring of global supply chains, creating new opportunities for local enterprises and reinforcing its status as an international trade centre. Developing a Circular Economy by Integrating Waste Resources in the GBA 發展循環經濟 推動灣區廢物資源一體化 LEADERSHIP VIEWS | 我觀我見 EXECUTIVE DEPUTY CHAIRMAN 常務副主席 DEPUTY CHAIRMAN 副主席 Hong Kong's continued economic development has led to the generation of vast quantities of waste daily, placing a significant strain on the environment. According to the Environmental Protection Department's 2023 Monitoring of Solid Waste in Hong Kong report, an average of over 10,800 tonnes of municipal solid waste is sent to landfills each day – enough to fill four Olympic-sized swimming pools. Although the volume of waste has shown a downward trend for three consecutive years since 2021, solid waste remains the primary environmental challenge facing the city. To ensure its waste management strategy addresses the problem at its root, the HKSAR Government has implemented various environmental measures in recent years, articulating its vision of “Waste Reduction • Resources Circulation • Zero Landfill” in the Waste Blueprint for Hong Kong 2035. Achieving this goal requires a multi-faceted approach, but crucially, the Government must focus on converting solid waste into resources to progressively reduce the reliance on landfills and establish a sustainable economic model. Waste: A Challenge and an Opportunity Land is an exceptionally precious resource in Hong Kong. The decomposition of waste in landfills generates large volumes of landfill gas, which can release toxins and leachate, and also produces methane, requiring lengthy periods for land remediation. Consequently, the HKSAR Government plans to phase out landfills by 2035 and is progressively constructing waste-to-energy facilities to manage the city's solid waste. For instance, the I·PARK1 incineration facility, expected to be completed this year, will be capable of processing approximately 3,000 tonnes of solid waste daily. With the anticipated completion of I·PARK2 by 2030, Hong Kong's daily processing capacity is set to reach 9,000 tonnes. 廢物處理問題困擾香港多年,而一河之隔的內地大灣 區城市卻面臨「垃圾不足」的困境。焚燒垃圾不但 能有效減少固體廢物的體積和重量,更能在過程中 產生電力,實現轉廢為能。為配合國家的「十四五」 規劃,廣東省已規劃建設30座焚燒處理設施,當中17 座已建成投入運作。然而,焚化設施的快速增長導致 「產能過剩」問題,現時廣東省的垃圾焚燒處理能力 已達垃圾量的1.2倍,形成所謂的「垃圾荒」現象。 優勢互補 打造「無廢灣區」 推動香港與大灣區的廢物資源處理一體化,不僅是雙贏的 解決方案,還能共同打造「無廢灣區」。香港應積極與 鄰近的大灣區城市政府探討跨境合作處理廢物的可行性, 善用內地過剩的焚燒產能,協助將香港的固體廢物轉化為 能源,並建立全面的綠色環保合作鏈。此外,香港應盡早 與大灣區內地城市探討相關廢物的出入境法規、要求及 標準的制定等,推動粵港澳大灣區可回收物料的區域性 循環利用,共同發展循環經濟。 目前,粵港環保及應對氣候變化合作小組已成立「無廢 灣區」建設專題小組,探討兩地以區域性策略處理廢物 管理問題。業界樂見兩地政府正積極加強政策對接、技術 交流與專案協作,相信定能提升固體廢物協同處置能力。 除轉廢為能外,業界亦建議香港加大廢物回收政策與設施 的力度,鼓勵全民參與源頭減廢,包括增加回收配套、 裝設更多廚餘回收設施以及鼓勵本地回收企業與區內其 他有實力的企業作技術交流,增強本地回收產業的處理 能力,多管齊下應對本地社會環境污染挑戰,早日實現 「全民減廢、資源循環、零廢堆填」的目標。 While the issue of waste disposal has plagued Hong Kong for years, cities in the neighbouring Greater Bay Area (GBA) are, paradoxically, facing a shortage of waste. Incinerating rubbish not only reduces the volume and weight of solid waste but also generates electricity in the process, achieving waste-to-energy conversion. In line with the National 14th Five-Year Plan, Guangdong Province has planned the construction of 30 incineration facilities, 17 of which are already operational. However, this rapid expansion has led to overcapacity; Guangdong's waste incineration capacity now stands at 120% of its waste generation, creating a phenomenon described as a “waste shortage”. Complementary Strengths for a “Zero Waste Bay Area” Integrating waste resource management between Hong Kong and the GBA is not only a win-win solution but also an opportunity to collaboratively create a “Zero Waste Bay Area”. Hong Kong should actively engage with the Governments of neighbouring GBA cities to explore the feasibility of cross-border waste management. This would allow the effective use of surplus incineration capacity in the Mainland to help convert Hong Kong's solid waste into energy and establish a comprehensive green partnership. Furthermore, it is crucial for Hong Kong to begin discussions with Mainland GBA cities on formulating regulations, requirements, and standards for the import and export of waste. Such collaboration would promote the regional recycling of materials within the GBA and jointly foster a circular economy. Currently, the Hong Kong-Guangdong Joint Working Group on Environmental Protection and Combating Climate Change has established a Special Panel for Building a “Zero Waste Bay Area” to explore regional strategies for tackling waste management issues. The industry welcomes the proactive efforts of both Governments to strengthen policy alignment, technical exchanges, and project collaboration, believing these initiatives will significantly enhance the capacity for coordinated solid waste disposal. In addition to waste-to-energy initiatives, the industry also recommends that Hong Kong strengthens its waste recycling policies and facilities to encourage public participation in source reduction. This includes enhancing recycling infrastructure, installing more food waste collection points, and promoting technical exchanges between local recycling firms and other established enterprises in the region. Such measures would strengthen the processing capacity of the local recycling industry, providing a multi-pronged approach to tackle environmental pollution and ultimately achieve the goal of “Waste Reduction • Resources Circulation • Zero Landfill”. 8-10/2025 | 15

It is vital that Hong Kong proactively develops into a regional IP trading centre, a move that would bring substantial benefits to the local economy. Such a development is expected to stimulate demand for professional services in IP valuation, financing, and legal matters, thereby creating new employment opportunities and bolstering Hong Kong's standing as an international financial centre. Furthermore, establishing a regional IP trading centre would complement our status as an international I&T centre, fostering an environment conducive to attracting resources, talent, and enterprises. This influx would, in turn, facilitate the rapid growth of high-end manufacturing and the I&T sectors. According to the International Institute for Management Development’s World Competitiveness Yearbook 2025, Hong Kong ranks sixth globally for “intellectual property rights”, highlighting its inherent strengths in its legal framework, financial services, and professional talent. To capitalise on this momentum, Hong Kong must enhance its IP ecosystem with a focus on IP financing, dispute mediation, and the cultivation of professional expertise. Promoting IP Financing and Developing Intermediary Talent Intellectual property consists of intangible assets, including patents, trademarks, copyrights, industrial designs, plant varieties, and trade secrets. These assets are legally recognised and protected, empowering creators to derive economic value from their innovations. Furthermore, improvements in Hong Kong’s accounting practices are needed to better reflect the value of IP, and FHKI urges the Government to explore this issue in greater depth. Beyond financing, robust professional services are equally essential. IP creators can monetise their assets through various channels, including sales, licensing, franchising, technology transfer, joint ventures, and corporate spin-offs. This landscape necessitates a body of well-trained IP professionals, including valuation and due diligence experts, financing and insurance specialists, and dispute mediators. FHKI welcomes the Government’s inclusion of patent professionals in the Talent List this year and urges continued efforts to promote local training whilst attracting talent from the Mainland and overseas to accelerate the development of the IP trading ecosystem. In the long term, establishing a regulatory framework for IP intermediary service providers will be vital to ensure high standards of quality. Establishing Mediation Mechanisms to Facilitate IP Trading As IP trading activities expand, disputes will inevitably arise. Many companies find that qualified lawyers equipped to handle such cases are in short supply and that the associated costs can be prohibitive, particularly for SMEs. In contrast to litigation, arbitration and mediation offer a more cost-effective solution whilst maintaining the confidentiality of the dispute’s details and outcome. FHKI encourages the Government to further promote the use of arbitration and mediation services within the industry. We also commend the Government’s efforts to expedite the establishment of the International Organization for Mediation (IOMed) headquarters in Hong Kong. This initiative is expected to provide businesses with a more flexible, economical, and efficient means of resolving IP-related disputes. Looking ahead, FHKI advocates for the evolution of Hong Kong's IP regulations to ensure they remain aligned with international standards. We also propose that the Government implements small-scale pilot programmes to accelerate policy research and development, thereby hastening Hong Kong’s emergence as a regional IP trading centre. 8-10/2025 | 17
