STEVE CHUANG 莊子雄 Economic Outlook for 2025: Resilience Fuels Resurgence 2025經濟展望 穩中求進勇闖新天 LEADERSHIP VIEWS | 我觀我見 CHAIRMAN 主席 Global economic growth remains stable in 2024, with the United Nations Conference on Trade and Development (UNCTAD) reporting that global trade volume reached a record high of US$33 trillion last year. In Hong Kong, our 2024 economy has benefitted from the US interest rate cuts in the US and stimulus policies from our Central government, leading to a moderate growth of 2.5%. Hong Kong stocks also saw a surge in trading activity in October last year, however, the pace of recovery remains slow. Looking ahead to 2025, a series of favourable measures from the Central government along with steady global economic growth will bring positive impact to Hong Kong’s export trade, industry and economic development. Despite challenges from geopolitical tensions and tariff issues, the business community maintains a cautiously optimistic outlook toward the future economic situations. Opportunities with Challenges: A Cautiously Optimistic Outlook As 2025 unfolds, the city’s key economic stakeholders are mobilising to reinvigorate economic momentum. In February, Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office (HKMAO) of the State Council, Mr Xia Baolong visited the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone and the Qianhai Shenzhen-Hong Kong Modern Service Industry Co-operation Zone. His visit affirmed Hong Kong’s strategic position in economic and I&T development. Meanwhile, our HKSAR Government has reaffirmed its commitment to accelerating the Northern Metropolis initiative, pledging the timely allocation of land resources critical for I&T enterprises. Against this backdrop of regional coordination, businesses face significant headwinds from intensifying US trade protectionism and an increasingly turbulent economic landscape. The ongoing conflicts in Ukraine and the Middle East, coupled with political tensions across Europe and East Asia, have heightened downside risks for global markets. Consequently, many enterprises anticipate a slowdown or even a contraction in business growth in 2025. Industries cite intensifying market competition, escalating operational costs, and the barriers to overseas market expansion as their most pressing challenges. 2024年全球經濟增長保持穩定,聯合國貿 易和發展會議(UNCTAD)指出,去年全球貿易 額料將達到33萬億美元,創歷史新高。縱觀 2024年香港經濟受惠於美國進入減息周期 以及國家提振經濟的政策帶動,表現有所 好轉,10月更迎來港股交投大爆發,去年 全年本港經濟溫和增長2.5%,惟復甦進度 依然緩慢。展望2025年,中央的一系列惠港 措施以及環球經濟的穩定增長,將為本港 出口貿易、工業以及經濟發展帶來正面的 影響,縱然面對地緣政治及關稅的挑戰,業界 對未來經濟狀況仍然審慎樂觀。 機遇挑戰並存 前景審慎樂觀 2025年伊始,香港各界已積極鞏固和提振 香港經濟,2月中央港澳辦、國務院港澳辦 主任夏寶龍亦到河套深港科技創新合作區 香港園區和深圳前海深港現代服務業合作區 調研,肯定香港經濟及創科發展的步伐。政府 亦在不同場合表示不會停止北部都會區的 發展步伐,確保創科產業用地能適時到位。 惟近期美國貿易保護政策不斷,環球政經 局勢愈趨複雜,加上俄烏戰事及中東衝突 仍然持續,歐洲地區及東亞各國的政治局勢 依然緊張,令整體經濟潛在下行風險。不少 企業都預期2025年的業務增長會放緩,甚至 縮減。業界普遍認為市場競爭激烈、經營 成本上升以及開拓海外市場是現時他們所 面對的挑戰。 6 | 2-4/2025
開拓市場分散風險 加強綠色供應鏈管理 在全球經濟現時處於當前世界百年未有之大 變局下,雖然新興市場的訂單數量仍不及傳統 歐美市場,但其消費力強勁,極具發展潛力, 港商需抓緊新興市場機遇,分散市場風險。 根據政府統計處的數字顯示,2025年1月香港 輸往越南及菲律賓的整體出口貨值升幅顯著, 但出口到荷蘭和英國的貨值都錄得跌幅,反映 新興市場對香港的影響日漸增加。 可是,中小企普遍缺乏充裕資源開拓市場, 面對貿易保護政策時只能靠「款多量少」的 訂單維持業務發展。資源充裕的企業則可先行 部署重塑供應鏈布局,在東盟及其他「一帶 一路」國家增設生產線,或者利用AI及大數據 分析管理供應鏈,增強企業韌性。港商近年 頻頻發掘東盟、中東等新興市場,工總亦有覺 需肩負港商與當地市場之間溝通交流橋樑的 角色,故我們會繼續透過東盟分部及一帶一路 委員會為會員提供適切支援,協助他們在新興 市場大展拳腳。 此外,各地政府正積極推動環境管治政策, 企業需部署綠色轉型策略以確保業務可持續 發展。工總早前調查顯示,現時只有三成企業 正實行能源審計、碳審計等措施,而員工缺乏 ESG技能及企業未有完善的ESG數據管理 模式都是阻礙企業綠色轉型的痛點。為減輕 企業的合規成本,工總推出了Q-Carbon及Q-ESG 認證計劃,提升企業的碳管理及可持續發展 競爭力,幫助業界持續提升品質,推動企業 環境管理及香港經濟發展。工總亦建議政府 繼續積極發展循環經濟及支援中小企實踐 綠色轉型,協助港商應對各國環保新規帶來的 挑戰。 展望今年,雖然企業經營仍面對不少挑戰,但 港商韌性強、懂得靈活應變,只要堅持「烈火 金剛」的堅強品質,定必勇闖新篇,推動香港 經濟穩步向前。 Expanding Markets and Green Supply Chains Amid unprecedented global economic shifts, emerging markets, while currently still short of the order volume seen in traditional Western markets, exhibit robust consumer power and significant market potential, offering critical opportunities for market diversification and risk mitigation. According the Census and Statistics Department, January 2025 data reveals significant growth in Hong Kong's exports to Vietnam and the Philippines, while exports to the Netherlands and UK registered notable declines—clear evidence of emerging markets' growing influence on Hong Kong's trade ecosystem. However, SMEs typically lack sufficient resources to penetrate these new markets and often must rely on multi-variety and small-batch orders to sustain operations amid increasing trade protectionism. Financially sound enterprises are better positioned to restructure their supply chain configurations by establishing production facilities across ASEAN nations and other Belt and Road Initiative countries, or by leveraging AI and big data analytics to enhance supply chain management and organisational resilience. As Hong Kong enterprises increasingly explore ASEAN and Middle Eastern markets, FHKI is devoted to serving as a communication bridge between local businesses and these emerging markets. We will continue to provide targeted support through our ASEAN Chapter and Belt and Road Committee, enabling our members to fully capitalise on these high-potential emerging market opportunities. Additionally, governments worldwide are intensifying green deals, compelling enterprises to implement green transformation strategies to ensure sustainable operations. A FHKI survey reveals that merely 30% of companies currently conduct energy and carbon audits, with the transition to green practices hindered workforce deficiencies in ESG expertise and inadequate corporate ESG data management frameworks. To alleviate the compliance costs, FHKI has launched Q-Carbon and Q-ESG Certification Schemes designed to enhance corporate carbon management capabilities and sustainability competitiveness. These initiatives help industries continuously improve quality standards while advancing environmental management practices and Hong Kong's economic development. FHKI further urges our Government to accelerate the circular economy and strengthen SME support for green transformation, enabling local enterprises to effectively navigate the challenges posed by emerging international environmental regulations. Looking ahead, despite numerous operational challenges, the resilience and adaptability of Hong Kong businesses remain strong. By maintaining our “forged-infire” tenacity and unwavering strengths, we are poised to pioneer new frontiers and drive Hong Kong’s economy steadily forward. 2-4/2025 | 7

Provincial governments have swiftly followed suit with promotional activities, further energising consumer spending. These tangible financial support for the public aims to enhance consumer confidence, unleash the potential of domestic demand and catalyse industry innovation. Meanwhile, the consumption structure upgrade, following the “trading up for quality”, is bound to accelerate further, driving the high-end transformation across Mainland industries. Against this backdrop, public opinion has hailed this year as the “golden year of consumption”. For Hong Kong’s businesses, this presents an extraordinary market opportunity. To capitalise on it, we must understand national policies, respond strategically, strengthen innovation capabilities, and consistently deliver highquality products that capture the zeitgeist and secure broader presence. Decoding Policies for Market Opportunities The new round of national subsidy initiatives is expected to generate a ripple effect. First, they stimulate domestic demand and unleash consumption potential, driving significant growth across related supply chains. This impact extends beyond traditional consumer sectors to significantly boost demand for high-quality, personalised and innovative products. Second, they facilitate market entry for innovative products by reducing commercialisation costs, creating opportunities for manufacturers and technology enterprises while accelerating industrial upgrades. Finally, they support small and mediumsized enterprises (SMEs), especially in manufacturing and services, fostering industrial collaboration and creating an ecosystem where enterprises of all sizes can thrive together. Consumer pursuit of “good products” will drive the upgrades of entire industrial chains, creating a cascading effect of innovation vitality that spreads from individual successes to broader sectors. Moreover, the policies indirectly lower market entry barriers for innovative products, encouraging greater R&D investment and fostering a virtuous cycle of continuous product innovation and industrial advancement. Leveraging Hong Kong’s Quality Brand In this “golden year for consumption” backed by intensive subsidies, Hong Kong businesses stand to fully benefit from Mainland policy dividends, creating unprecedented development opportunities. FHKI recommends that the business community seize this momentum by actively engaging in Mainland market competition, gaining deep consumer insights, adjusting product portfolios and market strategies, and launching “good products” that better resonate with Mainland consumers. Furthermore, Hong Kong businesses must commit to innovation-driven development, crafting exceptional products that leverage our distinctive advantages in manufacturing excellence and brand reputation. By continuously enhancing product quality, we can make meaningful contributions to the high-quality development of our industries. The successful implementation of these national subsidy policies marks a pivotal turning point for Mainland economic development this year. The Central Government’s approach, with “good products” as the lynchpin, injects new growth momentum into the economy by unlocking domestic demand and fostering innovation. For Hong Kong businesses, this represents a rare opportunity. By proactively entering Mainland market and advancing manufacturing innovation and upgrades, we can firmly grasp great opportunities in this “golden year for consumption”, laying a solid foundation for future growth. When Mercedes-Benz recently offered severance packages worth up to EUR500,000 to skilled workers willing to leave voluntarily, it signaled more than just another costcutting exercise. It revealed the structural challenges undermining the foundation of German manufacturing excellence. Since World War II, Germany’s industrial model thrived on a seemingly unbreakable formula: exceptional craftsmanship, continuous innovation, and superior design commanding premium prices globally. This model transformed Germany into Europe’s economic powerhouse and created a manufacturing mystique that competitors worldwide sought to emulate. Today, that model is under unprecedented strain. Last year, the German economy contracted by 0.2%, marking the first consecutive years of negative growth since 2003, with its key industries – machinery, automotive, and chemicals – severely impacted, and prospects for this year remain bleak. Flexibility: The Only Gateway to Innovation The automotive sector exemplifies this struggle. Mercedes-Benz, like its German counterparts, finds itself caught in a regulatory straightjacket. Labour laws that once ensured workforce stability now prevent nimble adaptation to market shifts. With Germany’s strict employment protection regulations, companies must offer extremely generous voluntary severance packages – a costly approach to the flexibility that competitors in less regulated markets take for granted. This regulatory rigidity extends beyond employment. Germany's industrial relations system, with its mandated unions and collective bargaining mechanisms, was designed for gradual, consensus-driven evolution. This approach flourished in an era when technological change was incremental and global competition less intense. In today’s environment of rapid technological disruption and agile global competitors, these institutions have become impediments to necessary transformation. Innovation, long Germany’s competitive advantage, has also faltered in critical areas. The automotive industry’s sluggish transition to electric vehicles illustrates this predicament. While German manufacturers excelled at manufacturing the internal combustion engine, they ceded early leadership in electric mobility to Tesla and, increasingly, to Chinese manufacturers. The country’s engineering culture, with its emphasis on perfection and incremental improvement, has struggled with the disruptive innovation required for emerging technologies. Leveraging Flexibility and GBA Integration For Hong Kong, Germany’s challenges offer valuable insights as we contemplate our own industrial future. Hong Kong shares certain characteristics with Germany – quality orientation, and an educated workforce – but differs critically in its regulatory flexibility and regional integration opportunities. Hong Kong’s advantage lies in its relative regulatory agility. The city’s regulatory framework, while providing necessary protections for the work environment and workers’ rights, offers greater flexibility for business adaptation than Germany’s rigid framework. This flexibility must be preserved as Hong Kong develops its advanced manufacturing capabilities, avoiding the institutional ossification that now hampers German adaptation. Germany’s slow transition to electric vehicles shows how even industry leaders can lose position to new technologies. Hong Kong should learn from this, strategically selecting development paths while maintaining flexibility. This aligns with the Central Government expectations for Hong Kong as an international innovation hub, encouraging us to leverage our advantages within the national innovation strategy. Rather than competing in established fields, Hong Kong should focus on emerging technologies like biotechnology, advanced materials, and green technologies. These areas offer leadership opportunities that avoid direct competition with industrial powers while complementing national innovation priorities. Hong Kong possesses a strategic advantage that Germany lacks: deep integration with other cities in the Greater Bay Area. Although Germany also utilises lowcost production in Eastern Europe, the regional integration within the Greater Bay Area is much more tightly knit, forming a truly complementary manufacturing ecosystem that organically combines Hong Kong’s strengths in innovation, finance, and design with mainland manufacturing capabilities. The erosion of Germany’s manufacturing model demonstrates that past industrial success provides no guarantee of future resilience. For Hong Kong, the lesson is clear: build manufacturing capabilities that embrace flexibility, focus relentlessly on innovation leadership in selected sectors, and leverage regional integration for competitive advantage. I&T Talents: Fueling Hong Kong’s Industry Upgrade 培育創科人才 推動香港產業升級 LEADERSHIP VIEWS | 我觀我見 RICKY CHAN 陳偉聰 JACKIE NG 吳慧君 內地AI 初創公司「深度求索」DeepSeek近日因 其創新和突破性的訓練技術、加上訓練成本相對 其他人工智能(AI)模型低,引發全球熱議和 關注。值得注意的是,這個剛剛冒起的「初生 之犢」,團隊由領導層到關鍵開發人員都是 「90後」、「95後」為主,可見創科人才的培育 對推動未來科技發展至關重要。香港銳意發展成 國際創新科技中心,擴充人才庫是必不可少。 充實人才庫需各方協作 勞工及福利局的《2023年人力推算》估計, 2028年香港整體人力短缺達18萬。隨著經濟 增長與結構轉型、營運業務逐漸自動化和數碼 化,與「國際創新科技中心」相關的人力需求 將大幅增加至96,400人,屆時本港創科界將會 面臨18,000至23,000人的人力短缺,較高需求 的包括項目經理、數據分析師、人工智能、新 能源科技和微電子等領域人才。而創科界人力 需求預計2030年突破100,000人,意味在可預見 的將來,創科界人力需求與短缺只會有增無減。 充實香港的人才庫,首要了解行業未來走向和 發展需要,單靠政府、商界或學界其中一方都 不能成事,必須各界互相協作。政府近年已積 極調整政策「搶人才」,例如推出高才通、成立 「教育、科技和人才委員會」統籌推進教育、科 技和人才一體化發展,也計劃主動邀請頂尖人才 來港。這些工作是香港推動高質量發展、打造 國際創科中心的第一步。筆者向來支持政府 透過各類輸入人才計劃,吸引年輕、同時具備 專業技術和經驗的非學位專才來港,投身人力 短缺的技術工種;也認同政府增加資金和資源, Recently, the Mainland AI startup DeepSeek has sparked global attention with its breakthrough training technology, along with its cost-efficient approach to artificial intelligence (AI) model development. What’s particularly striking about this rising star is its predominantly young workforce – leadership and key technical roles are “post-90s” and “post-95s”, highlighting a compelling business truth: cultivating tech talents is the cornerstone of technological advancement. As Hong Kong resolutely pursues its development as an international I&T hub, expanding its talent pool is absolutely essential. Building a Collaborative Talent Ecosystem According to the Labour and Welfare Bureau’s “Report on 2023 Manpower Projection”, Hong Kong will face an overall labour shortage of 180,000 by 2028. With economic restructuring, business automation and digitalisation, the demand for talents related to the International I&T Centre is set to 96,400 – with tech sector specifically facing a shortfall of 18,000 to 23,000 professionals. High-demand roles include project managers, data analysts, experts in AI, new energy technology, and microelectronics. By 2030, tech workforce requirements will surpass 100,000, indicating an intensifying need and shortage in the foreseeable future. Creating a robust talent pineline requires a strategic understanding of industry trajectories and future workforce demands – a challenge no single stakeholder can address alone. Government, business and academia must forge dynamic partnerships to drive sustainable results. To “trawl for talents”, our Government has introduced the Top Talent Pass Scheme, established the Committee on Education, Technology and Talents, as well as proactively recruited top-notch elite global talent, all representing the first critical moves to drive high-quality development and become the international I&T hub. We certainly welcome the multi-pronged approach to attract young professionals with specialised technical expertise to fill critical skills gaps across sectors. pipeline and maximise economic returns on innovation investments. However, entry incentives alone represent an incomplete strategy. Drawing from international best practices, we recommend attaching binding terms and conditions in talent policies – such as minimum five-year work commitments to relevant occupations – to ensure these investments deliver measurable economic impact and maximise return on Hong Kong’s talent acquisition initiatives. Investing in Future-Ready Skills For sustainable I&T development, talent cultivation must begin early in childhood. According to McKinsey, 90% of companies have developed hybrid work models since the pandemic. With AI and automation technologies rapidly reshaping work modes and labour markets, the global demand for high-skilled personnel is expected to rise, particularly in healthcare and STEM-related professions. McKinsey estimates that in the European and American markets alone, demand for employees in these two sectors will increase by 17% to 30% between 2022 and 2030. As global demand for STEM skills rises, Hong Kong must accelerate STEM education, nurturing children’s interest in mathematics, science, and technology from an early age. Since 2015, the Hong Kong Government has promoted STEM education to develop creativity, collaboration, and problem-solving skills. However, Hong Kong students have shown little improvement in mathematics and science scores over the past decade, and STEM disciplines remain secondary choices for students. FHKI has been advocating for cooperation among “the Government, industry, academia and research sectors” to advance STEM education. We believe such efforts must go beyond site visits and seminars to integrate industry perspectives into curriculum design. This should include offering senior secondary school and university students meaningful summer internships. These hands-on learning experiences are crucial for sparking genuine interest in STEM disciplines. Businesses must also anticipate industry transformation trends and proactively enhance skills and adjust strategies. The World Economic Forum’s latest “Future of Jobs Report” indicates that 75% of companies expect to adopt AI technologies within five years and plan to enhance their employees’ AI capabilities. Approximately one-quarter of global jobs will be affected by AI and digitalisation, potentially requiring business transformation. As technology evolves, industries and employees must adapt quickly, mastering emerging technologies and trends to capitalise on opportunities created by technological and industrial upgrades. Smart factories illustrate this transformation – implementing vision cameras and AI to detect surface defects on external components effectively replaces manual inspection, saving costs while enhancing product quality. This transition highlights an essential reality: certain manual positions will disappear. The workforce must proactively develop their scientific knowledge, technical expertise, data analysis and problem-solving capabilities. Mobilising Cross- Sectoral Collaborations for a Sustainable Future 聯動各界協作 締造可持續發展未來 LEADERSHIP VIEWS | 我觀我見 JUDE CHOW 周治平 CLARA CHAN 陳婉珊 GARY LAU 劉燊濤 隨著全球氣候變化和環境問題日益嚴重,各國政府 開始加強環境保護政策,以應對不斷增長的挑戰。 近年來,特區陸續制訂和提出一系列環保政策,以 減緩環境污染和促進節能減廢。為進一步落實「污染 者自付」原則和「環保責任」的理念,環境及生態局 於今年2月向立法會提交文件,計劃在今年第二季 就《產品環保責任條例》和《廢物處置條例》提出 修訂,推行塑膠飲料容器和紙包飲品盒的「生產者責任 計劃」,目標最早於明年推出計劃。 擴大網絡 提高回收率 「生產者責任計劃」的目的是要求製造商、進口商及 批發商等相關持份者共同承擔回收、循環再造、處理 和棄置廢棄產品的責任,以減少這些產品對環境的 影響。為早日實現《香港資源循環藍圖2035》中提出 的「全民減廢‧資源循環‧零廢堆填」的願景,環保署 今次將採用「市場主導模式」,要求飲料供應商自行 或委聘回收商(計劃營運者)安排塑膠飲料容器和 紙包飲品盒的回收服務,並每半年向環保署提交 回收量的報告和審計結果。 With global climate change and environmental issues intensifying, governments worldwide are strengthening environmental protection policies in response. In recent years, our HKSAR Government has formulated and proposed a series of environmental policies to mitigate pollution and promote energy conservation and waste reduction. To further implement the “polluter pays” principle and enhance “eco-responsibility”, the Environment and Ecology Bureau submitted documents to the Legislative Council in February this year, planning amendments to the Product Eco-responsibility Ordinance and the Waste Disposal Ordinance in the second quarter of this year, These amendments aim to introduce a Producer Responsibility Scheme for Plastic Beverage Containers and Beverage Cartons, targeted for launch as early as next year. Expanding Networks to Boost Recycling Rates The purpose of Producer Responsibility Schemes (PRS) is to require manufacturers, importers, wholesalers, and other relevant stakeholders to jointly assume responsibility for recycling, reprocessing, treating, and disposing of discarded products, reducing their environmental impact. To achieve “Waste Reduction, Resources Circulation, Zero Landfill” vision outlined in the “Waste Blueprint for Hong Kong 2035”, the Environmental Protection Department (EPD) will adopt a “market-led approach”, requiring beverage suppliers to either arrange their own recycling services for plastic beverage containers and beverage cartons, or appoint recyclers (scheme operators) submit reports on recycling volumes and audit results biannually to the EPD. Building environmental awareness and social norms takes time, and optimal policy effectiveness requires a gradual approach. As the saying goes, “more haste, less speed”. We are particularly pleased that the EPD has proposed four phased targets for the recovery rates of plastic beverage containers and beverage cartons, allowing society and businesses time to understand and adapt. At the same time, the EPD is expanding the recycling network by establishing collection points in large retail stores to progressively improve local recovery rates. Industry Platform Drives Immediate and Effective Outcomes FHKI has consistently supported our Government’s environmental policy initiatives. Over the past year, FHKI has actively collected and conveyed industry feedback and has established a working group with the EPD to maintain close communication regarding the latest developments and implementation details of the PRS for plastic beverage containers and beverage cartons, as well as to provide recommendations. In February this year, we were pleased to see the EPD proactively engage with FHKI to detail the preliminary direction of the amendment plan and to understand the views and implementation concerns from various stakeholders. Members from Group 8 (Food, beverages and tobacco) and Group 26 (Environmental Industries Council) of FHKI, being key stakeholders in the PRS, enthusiastically registered to participate and actively contributed during the meeting. The participation of both producers and recyclers enabled the EPD to gain deeper insights into the current situation and viewpoints of different stakeholders, ensuring that the amendments will align with practical requirements for smoother implementation of the PRS. The meeting was highly effective and focused, helping participants understand the various unforeseen challenges the recycling industry might face under the current PRS amendment plan. To better formulate relevant policy details, FHKI recommends that the EPD establish an industry working group that includes most stakeholders. We hope that this working group will provide a platform for the Government and the industry to discuss the implementation arrangements and specific details of the plan, enabling producers and recyclers to participate more effectively.
