STEVE CHUANG 莊子雄 Increasing Industrial Land Supply Boosts New Quality Productive Forces 增加工業用地供應 推動新質生產力發展 The term “new quality productive forces” has become a buzzword during this year’s “Two Sessions” and has been prominently featured in the Government Work Report delivered by the State Council. Listed as the foremost task in the 2024 government work agenda, this highlights China’s commitment to accelerating the development of new quality productive forces and industrial construction. These new quality productive forces drive technological advancements, emphasise the development of new industries, new business models, and new growth momentum tailored to local conditions, and leverage new technologies to transform and upgrade traditional industries. This policy will create a more favourable environment for Hong Kong’s innovation and technology (I&T) and new industrialisation initiatives. Hong Kong Industrialists Embrace New Industrialisation The Hong Kong Government has been actively promoting new industrialisation in recent years. In 2022, it unveiled the “Hong Kong Innovation and Technology Development Blueprint”, which outlines a clear path for I&T development. This blueprint adopts an industry-oriented approach, focusing on nurturing emerging and future industries while driving the transformation and upgrading of traditional industries. Hong Kong has a strong advantage in upstream research and development (R&D), but its middle and downstream manufacturing capabilities have weakened due to high labour costs. Smart manufacturing can help overcome these limitations and effectively promote the development of Hong Kong’s new quality productive forces. According to the “Reindustrialisation Study – Hong Kong” by the Hong Kong Productivity Council in 2021, about half of the surveyed companies are familiar with Industry 4.0 and believe it can help reduce production costs and improve operational agility. Indeed, there are many enthusiastic industrialists in Hong Kong who are interested in establishing smart production lines. However, the lack of suitable industrial spaces has hindered the development of Hong Kong’s new real economy. 在今年全國兩會上,「新質生產力」成為兩會 最受關注的詞語,首次寫入政府的工作報告, 並被列為2024年十大工作任務的首位,凸顯 中國對加快發展新質生產力和產業建設的重 視。新質生產力推進高新科技的發展,強調根 據本地的條件推動新產業、新模式、新動能發 展,以新技術改造提升傳統產業,積極促進產 業高端化、智慧化。在中央政策推動下,將為 香港的創科發展和新型工業化創造更有利的 環境。 港商對新型工業化態度積極 積極推動新型工業化發展是特區政府近年的 政策重心,早在2022年公布了《香港創新科 技發展藍圖》,謀劃創科發展的清晰路徑,以 產業導向為原則,積極培育新興產業和未來 產業,推動傳統升級轉型。香港在上游研發甚 具優勢,但中、下游生產則因人力成本高昂而 衰弱,智慧製造有助打破香港產業發展上的 局限,也能有效推進香港新質生產力發展。 據生產力局2021發表的《香港再工業化研 究》顯示,約一半的受訪企業對工業4.0有認 識,認為能夠降低生產成本和提高營運靈活 性。事實上,本港工業界一直不乏有心人士有 意在香港設立智能生產線,但礙於無法覓得 合適的廠房,無法以行動支持香港新實體經 濟的發展。 LEADERSHIP VIEWS | 我觀我見 CHAIRMAN 主席 6 | 5-7/2024

與傳統製造業相比,新型工業一般需要更大 的空間、更高的樓底才能放置自動化設備,也 需要更強大的電力系統、數據傳輸和網絡連 接等基礎設施支援數碼技術的應用。不過,香 港大部分的工業大廈,多建於「工業2.0」年 代,設計上以滿足當時傳統製造業需求為目 標,自然不適合新型工業的要求。 多管齊下增加工業土地供應 既然政府確立了新型工業化是香港未來經 濟發展的新增長引擎,便有需要展示魄力, 提速提量加快工業用地供應,以配合新質生 產力的發展。在政府2023至2025兩個年度 的賣地計劃上,只有兩幅分別位於元朗和洪 水橋,合共約11公頃的工業用地,但地皮由 招標至落成需時多年,不能滿足即時需要。 筆者認為,新型工業化是發展新質生產力和 香港產業結構轉型的重要措施,需要盡早展 開。政府應評估現時香港的工業用地資源, 尋找合適工廈,改建或重建成切合先進製 造業需要的廠房,並利用各區的熟地,增加 新型工廈的土地供應,提供樓面面積10,000 方呎或以下,用於智能生產線而設的單位,給 予中小企的產業升級轉型及新型工業的發展 之用,以增加短期工業土地供應。 另一方面,棕地普遍已經具備基礎設施,加快 整合棕地作業至多層式大廈,可以釋放現時 的棕地作先進製造業發展用途。長遠則需要 透過發展北部都會區,實現香港的新產業格 局,連同河套區港深創科園在內,新田科技城 將提供300公頃創科用地,而鄰近香園圍口岸 的土地供傳統工業升級轉型之用,相信香港 工業用地不足的情況可以有所改善。 新興產業、未來產業和傳統產業升級轉型是 新質生產力的三頭馬車,也是香港產業朝高 質量發展的方向,不能因土地不足而拖累進 程。為從事這些產業的廠商找到合適廠房,在 香港建立生產線,形成完整的產業生態鏈,將 會是香港新質生產力的發展關鍵。 Compared to traditional manufacturing, new industries typically require larger spaces and higher ceilings to accommodate automation equipment, as well as more robust infrastructure to support digital technologies, including powerful electrical systems, data transmission, and network connectivity. Unfortunately, most of Hong Kong’s industrial buildings were constructed during the “Industry 2.0” era, designed to meet the needs of traditional manufacturing industries, and thus fall short of the requirements for new industries. Multi-Pronged Approach to Increasing Industrial Land Supply Given that the Government has identified new industrialisation as a new growth engine for Hong Kong’s economy, a bold and decisive approach is needed to expedite the supply of industrial land to support the advancement of new quality productive forces. In the Government’s land sale programme for 2023 to 2025, only two industrial sites totalling about 11 hectares in Yuen Long and Hung Shui Kiu have been earmarked. However, the lengthy process from tendering to completion means these plots cannot meet the immediate needs of the market. The author believes that new industrialisation is a critical measure for developing new quality productive forces and transforming Hong Kong’s industrial landscape, necessitating prompt action. The Government should conduct a comprehensive assessment of our city’s current industrial land resources and identify suitable industrial buildings for conversion or redevelopment to meet the needs of advanced manufacturing. Additionally, the Government should leverage disposed sites to increase the supply of industrial units with a floor area of 10,000 square feet or less for setting up smart production lines. These measures would provide short-term industrial land to support SMEs’ industry upgrades and new industrialisation development. On the other hand, brownfield sites generally already have the necessary infrastructure in place. Accelerating the integration of brownfield operations into multi-storey buildings can unlock existing brownfield sites for advanced manufacturing development. Looking ahead, the development of the Northern Metropolis will be instrumental in realising Hong Kong’s new industrial landscape. This includes the Hong Kong-Shenzhen Innovation and Technology Park at the Lok Ma Chau Loop and the San Tin Technopole, which will provide 300 hectares of I&T land. Additionally, the land adjacent to the Heung Yuen Wai Port will be used for the upgrading and transformation of traditional industries, which is expected to alleviate the shortage of industrial land in Hong Kong. The triad of emerging industries, future industries, and the upgrade of traditional industries are the drivers propelling Hong Kong’s new quality productive forces and the direction of high-quality development of Hong Kong’s industries. This progress should not be slowed down by a lack of land. Finding suitable factory spaces for manufacturers to set up local production lines and form a complete industrial ecosystem will be key to the development of Hong Kong’s new quality productive forces. 5-7/2024 | 7

KAREN CHAN 陳嘉賢 ANTHONY LAM 林世豪 LEADERSHIP VIEWS | 我觀我見 常言道「健康就是財富」,原意是提醒大家要 注重健康,但隨着市民愈趨長壽,加上對追求 健康和良好生活質素的意識增加,充滿活力的 長者群體亦賦予這句話更深的經濟意味,就是 健康亦蘊含銀髮市場的巨大商機。有見及此, 政府今年成立「銀髮經濟顧問小組」,研究「銀 髮經濟」的市場需求和發展。構建銀髮產業不 僅有利於帶動經濟發展,更可構建樂齡社會, 讓長者邁往正向樂頤年(Positive Ageing)。 銀髮市場商機漸現 香港人口將會持續高齡化,65歲或以上的人 士預計於2046年達至274萬,佔總人口的 36%。政府及社會各界近年都積極共謀獻策, 思考如何在人口高齡化中創造商機。香港財務 策劃師學會最新有關退休人士開支的調查顯 示,退休人士消費意欲上升,尤其是高消費群 組有顯著增長,加上未來長者的教育程度將會 更高,財政狀況亦更富裕,可見長者逐漸形 成一個重要的消費群體,推動對銀髮產品的需 求,惟消費者委員會於2018年的研究指出, 大部分年長消費者都表示市場上缺乏適合他們 的產品。 既是商機 亦是企業責任 發展銀髮經濟不僅為業界拓開新市場,亦是 企業需肩負建立具包容性的長者友善環境的 The adage “health is wealth” has traditionally reminded us to prioritise well-being. However, as lifespans increase and awareness of healthy living and quality of life grows, this phrase now carries a substantial economic implication. The vibrant elderly population today highlights the immense market opportunities within the “silver economy”. Recognising this potential, the Government established the Advisory Panel on Silver Economy this year to analyse market demands and strategise the development of the “silver economy”. Building a robust silver industry not only stimulates economic growth but also fosters an age-friendly society, thereby promoting positive ageing. Emerging Opportunities in the Silver Market Hong Kong’s population is ageing rapidly, with projections indicating that by 2046, individuals aged 65 or above will number 2.74 million, comprising 36% of the total population. In recent years, Government and various sectors of the society have been actively brainstorming ways to capitalise on the economic opportunities presented by an ageing population. According to the latest survey by the Institute of Financial Planners of Hong Kong on retirees’ expenditures, there is a rising consumption willingness among retirees, particularly in high-spending groups. Moreover, future elderly populations are expected to be better educated and more financially secure, making them a significant consumer group driving demand for silver products. However, a 2018 study by the Consumer Council indicated that most elderly consumers feel the market lacks products suitable for their needs. An Opportunity and a Corporate Responsibility Developing the silver economy not only opens new markets for businesses but also entails a corporate responsibility to create an inclusive, elder-friendly environment. According to the World Health Organization, the elderly population can be broadly categorised into the young-old (65-74 years), middle-old (75-84 years), and oldold (85 years or above). Like the baby and child‑specific market, businesses must tailor their products to meet the actual needs of different age groups. For instance, young-old may need nutritional supplements to continue working or engaging in social activities; middle-old, though generally less educated than the young-old, are still energetic and eager to improve their IT literacy to stay informed about societal matters; and old-old often face swallowing difficulty, requiring caregivers to provide easy-to-handle yet appealing care foods (soft meals). Moreover, the industry can adopt “universal design” principles to create products usable by all age groups or improve existing products to meet the needs of the silver market. Collective Efforts to Develop the Silver Economy Observing regions with mature silver markets, such as the European Union and Japan, their governments have invested heavily in developing new industries and successfully commercialised age-friendly products. For example, the EU’s Active and Assisted Living Programme aims to enhance the quality of life for the elderly and strengthen industrial foundations of silver products. Since its launch in 2008, the programme has funded over 300 projects, facilitating the commercialisation of research products and providing a platform for industry, academics, and users to exchange ideas and knowledge, thus fostering the silver market ecosystem. Similarly, Japan’s Ministry of Agriculture, Forestry and Fisheries has established guidelines for care foods to help the industry and consumers create and select suitable care foods for those with chewing or swallowing difficulties. Last year, local social welfare organisation, in collaboration with local universities, established a new mark system “Smile Care Food" for industry reference. In February this year, the Advisory Panel on Silver Economy held its first meeting and plans to propose development recommendations within a year. We believe the advisory group should conduct in-depth market research on the needs of different elderly age groups and facilitate exchanges between the business and social welfare sectors. This could ensure feedback is incorporated during the product development stage, thereby further optimising products. It is noteworthy that the silver market also caters to caregivers. When discussing the potential of the silver economy, the Government must also consider caregivers’ perspectives and understand their consumption needs. 責任。根據世界衛生組織的定義,長者群體大 致可分為初老(65-74歲)、中老(75-84歲), 及老老(85歲或以上)。就如嬰幼兒市場一樣, 企業要因年齡制宜,為不同年齡階段的長者因 應他們的實際需求,設計及製造適合他們的產 品,例如初老長者可能較需要營養補充品以持 續工作或頻繁參與社交活動;中老長者普遍教 育程度較初老低,但仍精力充沛,希望透過提 高資訊科技素養了解社會大小事;而老老長者 較常出現吞嚥困難症,需要為照顧者提供方便 處理而色香味俱全的照護食(軟餐)。同時業 界亦可以採用「通用設計」,製造不同年齡層 皆可使用的產品,或在已推出市場的產品中改 善設計意念,以符合銀髮市場的用戶需求。 集合力量共商銀髮經濟發展 觀乎銀髮市場發展成熟的地區例如歐盟及日 本,政府皆投放大量資源以發展新產業,並 有效增加樂齡產品概念商品化的成果。以歐 盟的智慧健康長照計劃(Active and Assisted Living Programme)為例,該計劃目的旨在提 升長者生活質素及強化銀髮產品的工業基礎, 計劃自2008年推出以來,共資助300多項的 產品及服務,不僅為企業成功將研發產品商品 化拆牆鬆綁,更為業界、學者及使用者提供交 流平台及知識庫,以促進銀髮市場生態圈的發 展。日本的農林水產省亦對上文提到的照護食 制定指引,希望業界及消費者透過標準為咀嚼 或吞嚥困難者製造及選擇適合的照護食,本地 社福機構亦於去年發布與本地大學共同制定的 《照護食標準指引》以供業界參考。 今年2月「銀髮經濟顧問小組」舉行首次會議 並計劃在一年內提出發展建議,筆者認為顧問 小組應就不同年齡階段的長者開展深入市場研 究,並促進商界和社福界的交流,務求在產品 研發過程中得到反饋,進一步優化產品。值得 一提的是,銀髮市場同時亦面向照顧者,政府 在討論「銀髮經濟」的發展潛力時,亦要以照 顧者的角度出發,了解他們的消費需求。 5-7/2024 | 9

WALLACE WONG 王博文 HON SUNNY TAN 陳祖恒議員 JACKIE NG 吳慧君 Exploring the Circular Economy Through Sustainable Fashion 從可持續時尚細看 循環經濟路向 政府於2021年公布《香港資源循環藍圖 2035》,目的是建設循環經濟及可持續的綠 色生活環境,近日政府暫緩實施垃圾收費, 令社會各界反思香港的循環經濟到底何去何 從。筆者作為時裝產業的一份子,希望分享 一下業界如何在產品設計及製造、資源回收 再造以及供應鏈管理等方面發展可持續時 尚,以期為本地建設循環經濟的前景撥開 雲霧。 科技賦能時裝行業 對接新質生產力 習近平總書記於兩會期間,強調要「因地制 宜發展新質生產力」,紡織及製衣作為傳統產 業,同樣積極對接和貢獻新質生產力發展。 時裝行業過往常被指為碳排放量較高的製造 業之一,但隨著科技的革新以及企業對可持 續發展愈趨重視,業界都紛紛從不同方面, 例如新材料、物料、技術研發和智能製造等 領域出謀劃策,以帶動業界升級轉型。 近年有企業將廢物改造成再生纖維,並利用 嶄新科技優化製造過程,耗水量及碳排量 大大減低,實踐可持續理念,亦有企業設計 以可回收材質製造衣物,減省衣物在回收過 程中要用機器及化學物質處理的繁複工序。 In 2021, the Government unveiled the Waste Blueprint for Hong Kong 2035, aiming to build a circular economy and foster a sustainable green living environment. Recently, the Government announced the deferral of municipal solid waste charging, sparking a broader discussion on the future path of Hong Kong’s circular economy. As members of the fashion industry, we are eager to share insights on how our sector is advancing sustainable fashion through various avenues, including product design and manufacturing, recycling, and supply chain management. We hope our experience can help clarify the vision for the future development of the circular economy. Leveraging Technology to Capture New Quality Productive Forces During this year’s “Two Sessions”, President Xi Jinping emphasised the development of new quality productive forces should be tailored to local conditions. Textiles and garments as traditional industries, are actively integrating with and contributing to these new quality productive forces. The fashion industry has been claimed as an industry with significant carbon emissions. However, with technological innovation and a growing corporate focus on sustainable development, the industry is now exploring new materials, advancing research and development, and embracing smart manufacturing, which collectively drive its upgrade and transformation. In recent years, companies have been converting waste into regenerated fibres and optimising manufacturing processes to significantly reduce water consumption and carbon emissions, thereby promoting sustainability. Additionally, some companies are designing clothing from recyclable materials to simplify the recycling process, which typically involves complex mechanical and chemical treatments. many enterprises are leveraging technologies such as AI, blockchain, and big data analysis to enhance supply chain management. These advancements help design products that better meet customer needs and manage inventory more effectively, thus minimising overconsumption in the fashion industry. Technological advancements are enhancing various processes within the industrial chain, promoting a circular economy by reducing waste and extending product life. However, adopting technological solutions to improve business processes often requires substantial investment. We believe the Government could support companies, particularly SMEs, through research institutions and funding schemes. This support would help these companies upgrade their product quality and competitiveness while minimising environmental impacts through green technologies. Such efforts would foster sustainable development and capitalise on the opportunities presented by the national strategy on developing new quality productive forces. Strategic Planning to Promote Recycling Technology One key strategy of the circular economy is the efficient recycling of waste into reusable materials. However, the industry has highlighted the insufficient collection of textile waste. According to Government statistics, only about 10% of textile waste entered the sustainable industry chain in 2022. This issue is not unique to Hong Kong; the United Nations Environment Programme has noted that nearly 90% of global textiles are either incinerated or landfilled. The priority of Government’s measures will be accorded to the treatment of wastes of relatively large quantities but with low recycling value and high recycling costs. For waste textiles which have comparatively small quantities, the Government has not yet set any recycling target. However, relying on landfills, incineration, and exports is not a sustainable longterm solution for sustainable development. The Hong Kong Research Institute of Textiles and Apparel (HKRITA), under the Innovation and Technology Commission, has made several advancements in green technologies, including the Garment-to-Garment (G2G) Recycle System, regenerated leather system, and the Smart Garment Sorting System for Recycling. These achievements highlight the potential to enhance local recycling capacity through research and development of recycling technologies. As recycling technology is still emerging in the industry, we hope the Government will further encourage the development of these technologies and provide more costeffective options to industries. By drawing on the success of the textile industry, the Government could create strategic plans for different categories of recycled materials, thereby promoting sustainability across various sectors. 除此之外,不少時裝企業近年都使用AI、區 塊鏈及大數據分析等技術,改善供應鏈管理 流程,精準設計符合顧客需求的產品,以及 就不同零售點的銷售狀況調配存貨,務求盡 量減少時裝產業的過度消耗。 科技發展幫助時裝行業優化產業鏈的不同環 節,以減少浪費及讓產品再續生命,惟採用 科技方案改善業務流程始終是不少的投資, 筆者認為政府可以透過不同研發機構及資助 計劃協助企業,尤其是中小企透過科技創新 提升產品質量和競爭力,並以綠色技術減少 生產對環境的影響,令業界邁向可持續發 展,把握國家加快發展新質生產力的機遇。 完善規劃推動業界發展回收技術 透過有效回收將廢物循環再造是循環經濟中 的重要一環,然而業界反映未能回收足夠 的廢紡織物。數字顯示,香港的廢紡織物在 2022年只有一成左右進入可持續產業鏈。這 情況並非香港獨有,聯合國環境規劃署曾經 指出,全球接近九成的紡織物最終會被焚化 或送往堆填區。當局的政策原則是優先處理 數量大、回收價值高而回收成本低的廢物, 對廢紡織物這類數量較少的固體廢物,尚未 有設立任何回收目標,惟依賴堆填、焚化及 出口,從可持續發展的角度來說始終非最佳 辦法。 創新科技署轄下的香港紡織及成衣研發中 心近年來在綠色科研取得了不少成果,例 如G2G舊衣新裳循環系統、再生皮革技術 及智能服裝分類回收系統等,可見業界有潛 力透過研發回收技術提升本地回收容量。現 時的回收技術仍處於萌芽階段,筆者希望政 府可以進一步推動研發中心及機構發展回收 技術,令業界有更多具成本效益的選擇,並 仿效時裝行業的例子,為不同類型的回收物 制定全盤策略,以促進不同行業的可持續 發展。 5-7/2024 | 11

This breakthrough reduced the usual three-hour journey to just 20 minutes. Meanwhile, the upcoming Paris 2024 Olympic Games, set to begin in July, are preparing to introduce flying taxis for passenger transport. In Asia, trial operations are scheduled to commence in Seoul, South Korea this year, and Japan plans to deploy flying taxis at the 2025 World Expo in Osaka. Urban air mobility is rapidly gaining momentum worldwide. Extensive Participation Opportunities in the Expansive Industry Chain Urban air mobility typically uses eVTOL aircraft as a mode of transportation, utilising low-altitude airspace below 1,000 metres to offer a faster travel option. This sector is a cornerstone of the low-altitude economy, boasting immense development potential. In Mainland China, the low-altitude economy exceeded RMB500 billion in 2023 and is projected to reach RMB2 trillion by 2030. Urban air mobility stands out as the most promising growth area within this sector. Morgan Stanley estimates that urban air mobility will reach a global market size of US$1 trillion by 2040 and US$9 trillion by 2050. Currently, around 350 companies worldwide have designed approximately 700 types of eVTOLs. In addition to traditional aviation firms, numerous eVTOL startups, conventional and emerging automotive companies, and internet technology firms are actively developing this field. The value chain of urban air mobility is indeed vast, encompassing various upstream, midstream, and downstream sectors. R&D, aviation alloy materials, precision parts, powertrain, semiconductors, and battery manufacturing. Midstream operations include vehicle body assembly and core software and hardware development such as flight control, navigation, communications, and aerospace systems. Downstream functions cover passenger transportation, logistics management, maintenance services, and insurance, among other application services. This entire process necessitates collaboration across different industries. The Greater Bay Area (GBA) has notable advantages in the new energy vehicle and drone industries. In 2023, Guangdong’s new energy vehicle production accounted for about 30% of the national total, and the drone output value represented 70% of the national figure. This robust industrial foundation facilitates the GBA’s ability to convert its technology to eVTOL, providing Hong Kong industrialists with numerous investment and participation opportunities in this emerging industry chain. Challenges and Advantages Coexist in Hong Kong’s Flying Taxis In Hong Kong, a solid foundation in innovation and technology, robotics, artificial intelligence, and interconnection technology within local universities supports the development of eVTOL. However, at the application level, there is still a lack of infrastructure construction, policy and regulation, and airspace management to support the low-altitude economy. On the other hand, neighbouring Shenzhen is aggressively developing its low-altitude economy. Last year, the Shenzhen Municipal Government included the establishment of a “low-altitude economic centre” in its work report, proposing 20 specific measures to support industry development. We understand that Hong Kong’s compact urban landscape poses certain challenges in establishing the necessary infrastructure for eVTOL operations in our city centre, and the relevant policies involve multiple Government departments, inevitably presenting challenges for the local flying taxi development. However, there are ample opportunities in newly planned development areas such as the Northern Metropolis and the Tuen Mun West New Development Area. These areas can serve as prime testbeds for eVTOL deployment in Hong Kong. It is also suggested that Hong Kong can leverage its new industrialisation and the resourcerich GBA ecosystem to facilitate the mass production of “Made by Hong Kong” eVTOL. Despite unresolved challenges related to space and regulation, eVTOL remains a global trend with a bright future. It is foreseeable that flying taxis will become a new travel option between Hong Kong and other cities in the GBA, potentially shortening the one-hour living circle in the GBA to just 20 minutes. This will significantly accelerate the flow of people and goods in the region, contributing not only to the economic development and integration of the region but also offering considerable development opportunities for enterprises. 動力系統、半導體及電池製造,中游則包括 載具機體組裝、飛行控制、導航、通信、航 空航天系統等核心軟硬件,下游則包括載人 運輸、物流管理、維修服務和保險等應用服 務,整個過程需要不同行業的協作,而大灣 區在新能源汽車和無人機產業上都具有明顯 優勢,在2023年廣東新能源汽車產量佔全 國約三成,無人機產值則佔全國七成。健全 的產業基礎有助大灣區把技術轉化應用於 eVTOL,也為港商提供大量投資與參與這個 新興產業鏈的機會。 香港發展空中的士 挑戰與優勢並存 至於香港方面,雖然在創新科技的層面上也 具備良好的技術基礎,本地大學在機械人技 術、人工智能技術及互連技術的研究有利於 開發eVTOL,但在應用層面上,暫時仍未有 在基建、政策法規及空域管理方面的建設配 合低空經濟發展。反觀一河之隔的深圳,在 低空經濟發展相當積極,深圳市政府去年將 「建設低空經濟中心」寫入工作報告,並就產 業配套和應用等提出20項具體支持措施。筆 者理解,本港城市空間狹小,在鬧市增設相 關的基礎設施存有一定難度,加上相關政策 涉及眾多部門,難免為本地空中的士發展構 成挑戰,但在新規劃發展區如北部都會區、 屯門西新發展區等則大有可為,只要及早規 劃,便可以成為 eVTOL在港發展的主要試 點,更可乘本港新型工業化的發展,及借助 大灣區的產業資源,促進本港eVTOL研究成 果落地量產。 儘管目前在空間和法規上仍然存有挑戰,但 eVTOL始終是一個全球性的趨勢,行業前景 廣闊。乘搭空中的士往返香港與大灣區其他 城市也將成為出行的新選項,可以把現有的 大灣區1小時生活圈,進一步縮減成20分鐘 生活圈,大幅地加快區內人口和貨物流動, 不單有助區內經濟發展和融合,也可以為企 業帶來可觀的發展機遇。 5-7/2024 | 13

As a leading international financial centre and asset management hub, Hong Kong is actively developing its family office sector, leveraging its established financial and rule of law advantages to inject new vitality into the local economy. A recent Market Study Report on the Family Office Landscape in Hong Kong, commissioned by Invest Hong Kong and conducted by Deloitte, reveals that Hong Kong is home to 2,703 single family offices, more than double the number in Singapore. Notably, this figure does not include multiple-family offices, suggesting that the total number of family offices in Hong Kong is far higher than 2,700. This reflects Hong Kong’s status as the premier international financial centre and wealth management hub, making it the preferred global destination for family offices and high-net-worth individuals. Family offices are specialised wealth management offices established by highnet-worth individuals to promote family harmony, grow their wealth, facilitate intergenerational wealth transfer, and unlock the family’s potential. In general, the development of family offices can bring three main advantages to the host location. First, they help increase the scale of asset management, serving as an important source of investment capital for entrepreneurs and business projects, representing a significant financing channel beyond the stock market. Secondly, they can expand specialised financial and non-financial services, including investment management, financial planning, philanthropic investments, and concierge services, creating high-value-added jobs in the region. Thirdly, they help strengthen the host location’s advantages in Hong Kong’s asset and wealth management, finance, and related professional sectors, with the ability to attract more new capital and talent. In fact, the abundance of family offices in a country or region to some extent reflects the strength of that location in the wealth management field. 14 | 5-7/2024

In recent years, Hong Kong has been actively developing into a leading family office hub. The HKSAR Government established the FamilyOfficeHK team as early as 2021. In the 2022 Policy Address, Chief Executive John Lee set the target of assisting no fewer than 200 family offices to set up or expand their operations in Hong Kong by the end of 2025. Last March, the HKSAR Government published the Policy Statement on Developing Family Office Businesses in Hong Kong, announcing several policy measures to facilitate the development of family offices in Hong Kong. These include the New Capital Investment Entrant Scheme, tax incentives, market facilitation measures, promotion of Hong Kong as a charitable centre, and the establishment of the Hong Kong Academy for Wealth Legacy, all aimed at attracting more family offices to set up in Hong Kong. According to a market report by Boston Consulting Group, Hong Kong’s wealth management business is expected to grow at an annual rate of 7.6% between 2022 and 2027, presenting substantial opportunities for Hong Kong’s finance and professional services sectors. Furthermore, Bloomberg Intelligence research points out that compared to Singapore, Hong Kong’s tax incentives are more attractive for ultra-high-net-worth individuals in setting up single family offices. As Mr Xia Baolong, the Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, has said, “Hong Kong is a paradise for doing business, starting a business, and realising dreams.” Hong Kong has numerous distinctive advantages in developing family offices. As one of the world’s three major international financial centres, Hong Kong boasts free capital flow, stable exchange rates, and a wide range of investment products. It also has a simple and low tax regime as well as a robust rule of law, making it an ideal place for family offices to seek wealth preservation, appreciation, and succession. Most importantly, Hong Kong is closely connected to the Mainland market, enjoying the distinctive advantages of strong support from the Motherland and being closely linked to the world. It serves as a bridgehead for foreign capital to enter the Mainland market, allowing foreign investors to access the Chinese Mainland and other Asian markets through Hong Kong, an advantage that other cities find difficult to match. To drive the development of family offices, it is essential to fully leverage Hong Kong’s unique characteristics and advantages, and to expand and strengthen its position as an international wealth management centre. It is hoped that the HKSAR Government will step up efforts to attract family offices to set up in Hong Kong, providing policy incentives and other measures to encourage family offices to invest in the local emerging real economy, as well as in innovation and technology and new industrialisation markets.
