STEVE CHUANG 莊子雄 Policy Address injects new momentum into the Hong Kong’s economy 《施政報告》 為香港經濟注入新動能 Chief Executive John Lee recently delivered his second Policy Address, centering on the theme “A Vibrant Economy for a Caring Community”. This comprehensive address not only acknowledges the current challenges faced by Hong Kong but also presents a range of short, medium, and long-term measures. With a proactive and enterprising attitude, the Policy Address provides a robust roadmap for the development of Hong Kong’s economy. It highlights Hong Kong’s integration into the national development agenda, the development of the Greater Bay Area (GBA), and the advancement of industry-oriented initiatives, injecting new vitality into the Hong Kong economy and accelerating its transition from stability to prosperity. Industry-oriented initiatives strengthening the talent pool In the context of South-North dual engine (finance-innovation and technology) in Hong Kong, innovation and new industrialisation are important drivers for high-quality economic development. In addition to strengthening the advantages and consolidating traditional industries, it also uses the northern metropolis as a development engine and adopts an industry-oriented policy to deploy effectively for the development of emerging industries, addressing Hong Kong’s shortcomings, promoting innovation and new industrialisation, and leading the economy forward at full speed. The industry welcomes several industry-oriented measures, including the establishment of the New Industrialisation Development Office to support key enterprises in developing in Hong Kong, assisting the manufacturing industry in upgrading and transforming through I&T, and nurturing startup companies. Additionally, a HK$10 billion “New Industrialisation Acceleration Scheme” will be launched to promote new industrialisation and provide funding for the development of life sciences, health technology, artificial intelligence, and other industries. The Policy Address also proposes the establishment of a third InnoHK platform, focusing on advanced manufacturing, materials, energy, and sustainable development. Through “The Research, Academic, and Industry Sectors One-plus Scheme”, support will be provided for the commercialisation of startup achievements, promoting research and development in microelectronics, and expediting the construction of supercomputing centre at the Hong Kong Cyberport. Indeed, as the Chief Executive mentioned, Hong Kong needs to change the mindset that “One cannot be successful in manufacturing sector”. The industry also believes that it is necessary to reverse the traditional perception of local industries among the public and embrace the idea that “Every profession produces its own topmost masters”. 位,積極推動更多學生接觸新型工業,助力本 地重組工業人才體系。《施政報告》更提及,將 利用北部都會區優越的地理位置及匯聚國際 人才優勢,打造「北都大學教育城」,亦進一步 於中小學大力推動STEAM教育及加強跨境資 歷互認等。相信上述措施均有助香港發展成國 際專上教育樞紐,更全方位強化創科工業人才 庫,提升香港競爭力。 推進北都建設 灣區協同發展 在推進北部都會區建設上,以「產業帶動、基建 先行」為主軸,分四大區域推進北都發展。整個 規劃將與香港科技競爭力的布局充分結合,深 度對接深圳和大灣區其他城市的規劃。《施政 報告》更優化「三鐵三路」規劃,致力在人流、 物流、資金流及信息流等方面與大灣區互聯互 通,用好大灣區內地城市的完善產業鏈。 為加速粵港澳大灣區一體化發展,《施政報告》 提出不少跨境措施,包括與廣東省政府積極協 作「數字灣區」、推動大灣區融合的創新科技 研究將形成融資、研發、轉化成果及促進兩地 政務服務「跨境通辦」,提升大灣區協同發展效 應。《施政報告》亦提出一系列刺激香港經濟增 長及支援中小企的措施,當中包括發展「總部 經濟」,引入公司遷冊機制,吸引國際企業落戶 香港發展。 面對百年變局,香港挑戰與機遇並存,《施政 報告》展現特區政府積極作為,並建構清晰的 目標和應對措施,體現為香港全力拼經濟謀發 展。筆者相信,近期公布的《北部都會區行動綱 領》、新成立的專責辦公室和來年的《財政預 算案》將可以積極配合和落實《施政報告》措 施。在特區政府的帶領、各界團結合力下,一同 推動香港開創新局面。 of universities of applied sciences and enhancing the status of vocational and professional education and training in society. This will encourage more students to engage with new industries and contribute to the restructuring of the local industrial talent system. The Policy Address also mentions leveraging the favourable geographical location of the Northern Metropolis and the convergence of international talent to create a “Northern Metropolis University Town”. Additionally, there will be a strong emphasis on promoting STEAM education in primary and secondary schools and enhancing cross-border qualification recognition. These measures are believed to contribute to Hong Kong’s development as an international hub for tertiary education and strengthen the talent pool in the innovation and technology industry, enhancing Hong Kong’s competitiveness holistically. Leveraging GBA synergy with Northern Metropolis Development In advancing the development of the Northern Metropolis, an “industry-driven and infrastructure-led” strategy is being implemented, focusing on four major regional areas. This comprehensive plan will be closely integrated with the layout of Hong Kong’s technological competitiveness and will align with the industry planning of Shenzhen and other cities in the GBA. The Policy Address further optimises the planning of the “Three Railways and Three Major Roads proposals”, aiming to enhance connectivity in terms of people flow, logistics, capital, and information exchange with other cities in the GBA and make the most of the wellestablished industrial chains in Mainland cities within the GBA. To accelerate the integrated development of the GBA, the Policy Address proposes several cross-border measures. This includes actively collaborating with the Guangdong provincial government on the “Digital Bay Area” initiative and promoting innovative scientific and technological research that facilitates financing, research and development, and the conversion of outcomes. It also aims to enhance cross-boundary public services to facilitate the coordinated development of the GBA. The Policy Address further introduces a series of measures to stimulate Hong Kong’s economic growth and support small and mediumsized enterprises. This includes developing the “Headquarters Economy” by introducing a mechanism for company re-domiciliation, aiming to attract international companies to establish their presence in Hong Kong. These measures are intended to foster a favourable business environment and support the growth of Hong Kong’s economy. The dynamic environment at this critical juncture presents challenges and opportunities for Hong Kong. The Policy Address demonstrates the proactive actions taken by our Government and establishes clear goals and measures to address these circumstances, reflecting Hong Kong’s full commitment to economic growth and development. The recently announced “Northern Metropolis Action Agenda”, the establishment of dedicated offices, and the upcoming Budget for the next year are believed to actively support and implement the measures outlined in the Policy Address. With the leadership of our Government and with the united efforts of various sectors, we can work together to create a whole new chapter for the city. 11/2023-01/2024 | 7

ANTHONY LAM 林世豪 LEADERSHIP VIEWS | 我觀我見 內地電商發展迅速,為港商開展內銷業務 不容錯過的黃金機會,其中,網絡零售額 最高的前三名商品,分別為服裝鞋帽針織 紡品、日用品、家用電器和音像器材, 都是港資製造企業從事的主要行業。《施 政報告》提出成立「電子商貿發展專責小 組」,並在BUD專項基金下推出「電商易」 計劃,容許企業在累計資助上限中,運用 100萬元推行電商項目。香港不少有潛質 的中小企想通過電商市場打開內銷大門, 筆者欣見新措施針對性地為中小企提供所 需支援。 電商市場競爭白熱化 在升級轉型的過程中,愈來愈多港資廠 商逐步在建立自己的品牌,但他們以往大 多從事代工生產,對服務內地零售客戶的 電商環境非常陌生。內地電商競爭非常激 烈,亦令資源有限的中小企不敢貿貿然作 出投資決定。 直播電商是當前增長最快的銷售渠道之 一,企業爭相通過「自媒體」帶貨銷售。 國家商務部數字顯示,2023年首三季度 全國直播電商銷售額達1.98萬億元人民 幣,按年大幅增長60.6%,佔網上零售額 的18.3%。直播賣貨的模式時常伴隨大幅 減價,而直播主的抽成亦越來越高,令宣 傳成本不斷上漲。中小企財力有限,品牌 知名度不足,有些商家親自出馬,效果自 然不及網紅直播主或大企業顯著。 The rapid development of e-commerce in the Mainland provides a golden opportunity for Hong Kong businesses to expand their domestic sales. The top three categories of products with the highest online retail sales are clothing, footwear and knitted textiles; daily necessities; and household appliances and audio-visual equipment, all of which are key sectors for Hong Kong-invested manufacturers. The Policy Address proposes the establishment of an “E-commerce Development Task Force” and the introduction of the “E-commerce Easy” plan under the BUD fund, allowing companies to use up to HK$1 million for e-commerce initiatives within their accumulated funding limit. Many promising SMEs in Hong Kong are eager to tap into the domestic market through e-commerce, and it is encouraging to see these new measures providing targeted support. Intense competition in the e-commerce market In the process of upgrading and transformation, an increasing number of Hong Konginvested manufacturers are gradually establishing their own brands. However, most of them have previously been engaged in OEM production and are very unfamiliar with the e-commerce environment for servicing Mainland retail customers. The intense competition in the e-commerce market also discourages resource-limited SMEs from making investment decisions impulsively. Live-streaming is one of the fastest-growing sales channels, with businesses vying to sell products through “we media”. Data from the Ministry of Commerce shows that in the first three quarters of 2023, sales from live-streaming reached RMB 1.98 trillion, a year-on-year increase of 60.6%, accounting for 18.3% of online retail sales. The model of live-streaming sales often involves significant price reductions, and the commission taken by live-streaming hosts is increasing, leading to rising advertising costs. SMEs, with limited financial resources and insufficient brand awareness, may not achieve the same level of effectiveness as live-streaming influencers or large enterprises when personally hosting live sales. Cherishing innovation and flexibility is the way to succeed in business. Some companies have started using artificial intelligence technology to replace live streamers with virtual hosts or arranging employees with excellent speaking skills to host live sales. Standing out in the fierce competition is not an easy task. Investing in live e-commerce requires a solid understanding of the e-commerce ecosystem and consumer habits to achieve the desired promotional results. Localising trend in live-streaming sales China is a vast country with hundreds of dialects spoken across its regions. A traditional saying, “Southern accent, Northern tune”, beautifully captures the diversity and breadth of these dialects. To cater to the preferences of consumers in different regions, livestreaming sales have also shown a trend towards localisation. For example, in Hunan province, which has a complex range of dialects including Xiang, Southwestern Mandarin, Gan, Hakka, as well as Xiangnan Tuha and Waxiang. Hosts will use local dialects to promote products, helping them connect more naturally with their audience. This situation is also evident in provinces like Shaanxi, Sichuan, and Yunnan. Given the close proximity of cities in the Greater Bay Area (GBA) to Hong Kong, as well as their shared social and cultural contexts, it is undeniable that the GBA serves as an ideal testing ground for Hong Kong enterprises venturing into the Mainland e-commerce market. With their familiarity with the business environment, Hong Kong entrepreneurs can leverage the use of Cantonese, Hakka, or Teochew dialects for live-streaming sales and attract a specific audience within the GBA. However, when promoting products in more distant provinces and cities, the promotional impact may diminish if they can only sell in Putunghua and are not well-versed in the local culture and language. In the highly competitive e-commerce market, Hong Kong enterprises must be quick to adapt and improvise in order to thrive. As for the local market in Hong Kong, a 2023 survey by the University of Hong Kong pointed out that the live-streaming sales model has not been well received by Hong Kong consumers. Instead, they put more emphasis on product price, seller reputation, buyer protection, and promotional offers. Therefore, businesses focused on the local market may find it challenging to replicate their successful experiences and sales models from Hong Kong to Mainland cities in GBA. These businesses may need to metaphorically “cross the river by feeling the stones” as they start almost from scratch to explore new markets. We strongly urge the swift establishment and activation of the cross-departmental “E-commerce Development Task Force”, led by Mr Algernon Yau, Secretary for Commerce and Economic Development. Initiatives such as organising promotional events like the “Hong Kong Shopping Festival” on Mainland e-commerce platforms have the potential to enhance the visibility of Hong Kong brands and provide the much-needed impetus for Hong Kong SMEs to venture into the Mainland e-commerce market. 懂得創新和靈活變通才是營商之道,一些 企業改為利用人工智能技術,以虛擬主持 人代替直播主,或安排口才出眾的員工直 播帶貨。要在激烈競爭中脫穎而出絕非易 事,投資直播電商宜先了解電商生態和消 費習慣,宣傳效果方能達到預期。 直播帶貨現地域化趨勢 中國地域廣闊,漢語方言成千上百,傳統 上就有「南腔北調」之說。為了貼近各地 消費者的喜好,直播帶貨也出現了地域化 的趨勢。以湖南為例,該省是一個方言複 雜的地區,包括湘語、西南官話、贛語、 客家語,另外還有湘南土話、鄉話等。湖 南主播會使用當地方言進行推銷,與觀眾 「同聲同氣」,觀眾自然更加受落。這種情 況亦可見於陝西、四川、雲南等多個省份 的直播。 考慮到大灣區內地城市鄰近香港,社會文 化較接近,加上港商相對熟悉區內的營商 環境,大灣區無疑是港商開拓內地電商首 選的試驗場。港商用廣東話,甚或客家 話、潮州話等廣東省內的方言直播帶貨, 在大灣區內或許能吸引一定的觀眾群。繼 而,當港商在內地更遠的省市推廣產品, 若只能以普通話進行銷售而不諳當地文化 語言,宣傳效果將打折扣,在競爭白熱化 的電商市場,港商必須見招拆招。 至於香港本土市場,香港大學2023年一 份調查指出,直播帶貨模式未獲香港消費 者受落,他們更看重產品價格、賣家信 譽、買家保障和促銷優惠等。因此,以本 地市場為主的商家,難以將香港的成功經 驗及銷售模式複製至大灣區內地城市,難 免要摸著石頭過河,接近從零開始拓展新 市場。 筆者期望,由商務及經濟發展局局長丘應 樺先生領導的跨部門「電子商貿發展專責 小組」早日成立及開展工作,例如在內地 電商平台舉辦「香港購物節」等造勢促銷 活動,打響本港品牌的知名度,為香港中 小企拓展踏足內地電商業送上東風。 11/2023-01/2024 | 9

Enhancing cybersecurity awareness to mitigate data leakage risks 提高網絡安全意識 預防資料外洩隱患 近期公共機構的網絡系統遭到黑客入侵並勒 索的情況屢見不鮮,隨著科技逐漸滲透在生 活及商業上,不同的平台及裝置都可能成為 網絡安全隱患。有見及此,社會各界都要提 升對網絡安全的意識及防禦能力,防止資料 外洩,以保障企業和市民大眾的利益。 數據已成新型工業發展材料 近年香港政府積極推動工業4.0,為令工業 產生更多增加值,企業紛紛於設計、製造及 營運上更廣泛地運用創新技術,務求優化生 產力及產品設計,網絡安全對工業發展的重 要性不容忽視。以5G智能工廠為例,其高 速度、高容量及低時延令製造業可以利用物 聯網配合實時分析和人工智能實現工業自動 化。機器和工業設備在沒有人為干預的情況 下運行,有助提高效率、降低成本並提高產 品質量和安全性。除此之外,工業數字化亦 令電子商貿平台、智慧物流等以數碼驅動的 服務得以快速發展,改變行業的銷售模式。 根據工總於2022年發表的《5G物聯網應用研 究報告》指出,有超過一半受訪企業擁有物聯 網項目,例如遠程管理、高級預測性維護和 供應鏈資產管理及跟蹤,亦有一半的受訪企 業指出會在未來增加相關投資,可見5G物聯 網在工業的發展愈來愈廣泛。 As technology continues to infiltrate every aspect of life and business, cyberattacks and extortion targeting the network systems of public organisations have become alarmingly frequent. This underscores the need for stakeholders to prioritise cybersecurity and strengthen defense capabilities. By raising awareness and implementing robust measures, we can effectively prevent data breaches and protect the interests of both enterprises and citizens. Data: The new material revolutionising industrial development Our Government’s active promotion of Industry 4.0 has led to widespread adoption of innovative technologies in design, manufacturing, and operations to boost productivity and add value to the industry. However, it is crucial not to overlook the importance of cybersecurity in this industrial development. For instance, with the advent of 5G factories, high-speed, high-capacity, and low-latency capabilities empower real-time analysis and artificial intelligence through the Internet of Things (IoT), enabling industrial automation. This not only enhances efficiency, reduces costs, and improves product quality and safety but also fuels the rapid growth of digital-driven services like e-commerce platforms and smart logistics, reshaping sales strategies. The 2022 “Research Report on 5G Internet of Things Applications” published by FHKI reveals that more than half of the companies surveyed are actively utilising IoT applications, such as remote management, advanced predictive maintenance, and supply chain asset management and tracking. Additionally, these companies expressed their plans to further invest in such technologies, indicating a growing trend of 5G IoT adoption within the industry. Enhancing cybersecurity to safeguard corporate interests As innovation and technology open up new possibilities for industries, they also bring along a range of security threats due to the use of software supporting extensive network functions and connected devices. The manufacturing industry, for instance, faces substantial damage if machinery operations come to a halt. With the integration of information technology (IT) into operational technology systems under new industrialisation, industrial enterprises are exposed to significant cybersecurity risks. Recent data from IBM’s report highlights that the manufacturing industry has been the most targeted sector for cyberattacks over the past two years. It is imperative for the industry to prioritise cybersecurity measures effectively in order to counteract hackers and safeguard operations. Enterprises can implement various measures to prevent data breaches effectively. Firstly, it is essential to enhance employees’ cybersecurity awareness. Enterprises should establish clear corporate IT policies and guidelines that outline the principles that employees and relevant stakeholders must follow. Additionally, providing training to educate employees about the significance of information security and how to prevent data breach risks at an early stage is crucial. Secondly, regular assessment and reinforcement of network protection measures are necessary. Enterprises should conduct periodic checks of their IT systems and electronic devices, identifying areas that require improvement. This may involve implementing multi-factor authentication tools for different applications and utilising antimalware software and firewalls for electronic devices. Thirdly, effective database management and contingency plans should be established. Enterprises should regularly backup systems that contain essential data and promptly dispose of or anonymise unnecessary or expired personal data. In the event of a data security incident, prompt and efficient remedial measures must be taken to minimise the risk of data leakage. Our Government can play a crucial role in helping enterprises enhance their cybersecurity awareness through various initiatives. One such initiative is optimising the application scope of Technology Voucher Programme (TVP) to provide assistance to enterprises, especially SMEs, in improving their IT systems. This would enable enterprises to allocate more resources towards strengthening their system protection capabilities. At the same time, our Government should cultivate digital literacy among citizens. Over a hundred Vietnamese students attended the event, many of whom were graduate students in STEAM-related subjects. They expressed confidence in Hong Kong’s digital economy, AI, and biotechnology sectors, alongside a desire to settle in the city. This not only highlights Hong Kong’s appeal to students from Belt and Road countries, but it also validates the practicality and potential success of the proposal in the Policy Address to “build an international hub for post-secondary education”. Recently, the newly released Policy Address proposed to relax visa requirements for talents from Vietnam, Laos, and Nepal, replacing outdated restrictions set due to issues like illegal immigration and overstaying. Now, citizens from these three countries can come to Hong Kong through the “Quality Migrant Admission Scheme” and “General Employment Policy”. This measure helps create a welcoming environment for overseas talents in Hong Kong and thus attract more students from Belt and Road countries to study and settle in Hong Kong. Showcasing region educational excellence: the strength of local institutions As suggested by the Chief Executive, Hong Kong is the only city that boasts five of the top 100 universities in the world. Moreover, according to the “Young University Rankings” set up by the Times Higher Education for universities under 50 years old worldwide, Hong Kong’s institutions rank at the top. 成績卓越非凡。筆者認為,雖然大多西方國 家有先起步優勢,然而本地高等教育於30年 間急起直追,實力已超越不少數百年歷史之 久的院校。 另外,香港擁有大量出色的研究人員。據美 國史丹福大學於2023年10月公布、反映學 者研究水平及學術能力的「全球首2%科學家」 名單,香港共有1,175名學者上榜,並以臨 床醫學、資訊及通訊科技、工程學等方面的 專家佔大多數,超越了有955名科學家上榜 的新加坡。值得留意的是,儘管香港的人口 和院校數量遠遠少於同為亞洲四小龍的台灣 和韓國,它們在同一名單的科學家人數分別 則有1669名和2120名,足見香港這個彈丸 之地,在教育領域的優勢實在不容小覷。香 港的高等教育表現在區域內非常優秀,筆者 深信,對區域以及「一帶一路」沿線國家的學 生具有強大的吸引力。 落實規劃 「國際專上教育樞紐」 指日可待 行政長官今年10月發表的新一份《施政報 告》提到,將於2024/25學年起,擴大政府資 助專上院校非本地學生限額至40%。筆者認 為,措施將強化院校爭取「一帶一路」國家學 生的先決條件,加快大學國際化的步伐。配 合政府增加「一帶一路獎學金」及「香港博士 研究生獎學金計劃」名額,相信香港將成為不 少「一帶一路」國家學生求學和深造的首選。 以「一帶一路獎學金」為例,在2016/17至 2021/22學年間,一共有36個國家及地區的 學生成功取得。政府近月與哈薩克斯坦簽訂 教育合作諒解備忘錄,以加強與「一帶一路」 國家教育方面的協作,做法值得支持。 此外,《施政報告》亦提出於北部都會區構建 「北都大學教育城」,將大學建於鄰近產業園 區及創科園區的地帶,以加強和產業及科研 之間的聯繫。隨著政府未來逐步落實《施政報 告》中提出的積極策略,筆者深信香港成為 「國際專上教育樞紐」指日可待。 and the City University of Hong Kong excelled and ranked second, fourth, and fifth respectively. The authors believe that despite the head start of most Western countries, our local higher education has caught up in just 30 years, surpassing many centuries-old institutions. Furthermore, Hong Kong has a large number of outstanding researchers. According to the “World’s Top 2% Scientists” list released by Stanford University in October 2023, which reflects the research level and academic ability of scholars, Hong Kong has 1,175 scholars on the list, with experts in clinical medicine, ICT, and engineering making up the majority, exceeding Singapore, which has 955 scientists on the list. It’s worth noting that despite Hong Kong has smaller population and number of institutions compared to Taiwan and South Korea, both part of Four Asian Tigers, the number of scientists on the same list from these countries is 1,669 and 2,120 respectively. This shows that Hong Kong’s edge in the field of education is not to be underestimated. Hong Kong’s higher education performance excels in the region, and we firmly believe that it has a strong attraction for students in the region and from Belt and Road countries. Concrete planning paves the way: An international hub for post-secondary education within reach The Chief Executive’s new Policy Address, released in October this year, mentioned that from the 2024/25 academic year, the quota for non-local students in government-funded higher education institutions will be increased to 40%. We believe that this measure will strengthen the prerequisites for universities to attract students from Belt and Road countries and accelerate the pace of university internationalisation. With the Government increasing the quota for the “Belt and Road Scholarship” and the “Hong Kong PhD Fellowship Scheme”, we believe that Hong Kong will become the top choice for many students from Belt and Road countries for study and further education. For example, from the 2016/17 to 2021/22 academic year, students from 36 countries and regions have successfully obtained the “Belt and Road Scholarship”. The recent Memorandum of Understanding on education co-operation signed between Hong Kong and the Republic of Kazakhstan to strengthen education collaboration with Belt and Road countries is a commendable move. In addition, the Policy Address also proposed to build a “Northern Metropolis University Town”, placing universities in areas close to industrial parks and innovation parks to strengthen ties between industries and research. As the Government continues to implement the proactive strategies proposed in the Policy Address, we are confident that Hong Kong will soon become an “international hub for post-secondary education”. 11/2023-01/2024 | 13

Enhancing financing capacity with attractive deals for tech enterprises 強化融資能力 促進科企落戶 受環球經濟不景及地緣政治等因素影響,香 港近年的集資能力亦受到波及。德勤中國今 年9月發表報告,指出香港今年首三季的新股 市場僅集資247億港元,較去年同期大幅下跌 61%,集資額更被阿聯酋、印度和印尼等國家 超越,排名跌至全球第八位。另外,參考彭博 新聞社今年11月初的數據,恒生指數企業的市 盈率,遠低於區內的深證綜合指數、上證綜合 指數,以至東京及新加坡,情況令人關注。若 情況持續,科技企業未來考慮落戶地點時,將 優先選擇融資能力更強的城市,不利香港招商 引才及發展創科。有見及此,筆者認為政府應 該化被動為主動,為當前困境對症下藥。 鞏固「研發—創新工業—融資」生態圈 政府於2020年12月公布的《香港創新科技發 展藍圖》中,提出四大發展方向及八大重點策 略,推動創科發展及新型工業化。為此,香港 必須鞏固並充分利用自身的三大獨特優勢,即 研發(Research)、創新工業(Innofacturing)及 融資(Finance)組成的生態圈。由於科技公司 的產品往往需要長時間的研發和市場測試,投 資者可能需要等待較長時間才能看到回報,並 且有一定風險,令相關公司容易出現資金上的 困難。通過香港在生態圈下的優勢,落戶香港 的初創企業能夠善用香港作為國際金融中心的 強大融資能力,為科創企業上市鋪路,提供比 依賴公共資助持續性更高的集資途徑。 In recent years, Hong Kong’s fundraising capabilities have been impacted by global economic downturn and geopolitical tensions. According to a Deloitte China report published in September this year, Hong Kong’s new share market only raised HK$24.7 billion in the first three quarters of this year, marking a sharp 61% decline compared to the same period last year. Surprisingly, countries like the United Arab Emirates, India, and Indonesia outperformed Hong Kong, pushing it to the eighth position globally. Additionally, data from Bloomberg News in early November revealed that the price-earnings ratio of companies listed on the Hang Seng Index is significantly lower than that of the Shenzhen Composite Index, the Shanghai Composite Index, and even indices in Tokyo and Singapore. If this trend continues, tech enterprises will favour cities with stronger financing capabilities for future expansion, negatively affecting talent recruitment and innovation and technology development in Hong Kong. It is crucial for our Government to proactively address these challenges with appropriate strategies. Consolidating the “Research-Innofacturing-Finance” ecosystem In the “Hong Kong Innovation and Technology Development Blueprint” unveiled in December 2020, the Government outlined four key development directions and eight major strategies to drive I&T development and foster new industries. In order to effectively achieve these goals, Hong Kong must capitalise on its distinctive strengths, particularly the “Research-Innofacturing-Finance” ecosystem. This ecosystem is critical for tech companies, as their products often undergo extensive research and development as well as market testing, which can result in longer investment return cycles and associated risks. By leveraging Hong Kong’s robust fundraising capabilities as a global financial hub, startups based in Hong Kong can access sustainable funding avenues, such as the opportunity to go public, rather than relying solely on public funding. The Hong Kong Stock Exchange (HKEX) has implemented several proactive reforms in recent years, and the business sectors are delighted to witness the remarkable outcomes. The amendments to Chapter 18A of the “Listing Rules” in 2018 enabled biotech companies without profits or revenue to go public, transforming Hong Kong into the largest biotech funding hub in Asia and the second largest in the world. Moreover, this year HKEX introduced Chapter 18C to the “Listing Rules”, offering convenient financing channels for specialised technology companies engaged in cloud services, artificial intelligence, semiconductors, and more. We are confident that the opportunities for tech companies to raise funds in the Hong Kong market will continue to increase. Simultaneously, we eagerly anticipate HKEX’s commitment to maintaining a progressive mindset and introducing additional reform measures to streamline processes, thereby promoting the development of the Hong Kong financial market. Deregulation to revitalise Hong Kong’s economic power The recent proposed GEM listing reform by HKEX aimed at supporting high growth enterprises that are heavily engaged in research and development activities is indeed commendable. However, the alternative eligibility test introduced imposes strict listing criteria, including a market capitalisation of HK$250 million (compared to HK$500 million for the Main Board) and high R&D expenditure requirements. These stringent conditions deter many companies, contradicting the original purpose of facilitating growth potential companies to go public and raise funds through GEM with lower listing requirements. The similarity in listing requirements between GEM and the Main Board impedes GEM’s revitalisation through reform. HKEX must adopt a different approach by reducing listing requirements and focusing on enforcement to truly bolster the development of the local financial market. In addition, our Government’s announcement last year regarding the establishment of the wholly government-owned “Hong Kong Investment Corporation Limited” (HKIC) was aimed at strategically promoting the development of target industries through identifying investment opportunities. However, it has been a year since the announcement, and we have yet to witness significant strategies put in place to achieve this objective. Therefore, it is suggested that our Government considers expanding the investment portfolio of HKIC to include investments in local Small and Medium Enterprises listed in Hong Kong, particularly those in the technology sector. Concurrently, efforts to cultivate more local investment fund managers should be strengthened to encourage investment in Hong Kong’s financial products, enabling local companies to reap the benefits. Finally, we recommend to increase representation from the investment industry within HKIC to enhance the its ability to seize the great investment opportunities brought about by industry development. 香港交易所(港交所)近年作出不少積極進取的 改革,成績有目共睹,工商界亦樂見其成。港 交所於2018年就《上市規則》18A章的修訂, 允許尚未有盈利或收入的生物科技公司上市, 更令香港成為亞洲最大及全球第二大生物科技 融資中心。此外,今年港交所亦於《上市規則》 增設18C章,為從事雲端服務、人工智能、半 導體等特專科技公司,帶來便利的融資渠道。 筆者有信心創科企業利用本地市場集資的能力 將進一步增加。與此同時,筆者期待港交所保 持上進思維,推出不同改革措施拆牆鬆綁,推 動香港金融市場的發展。 拆牆鬆綁 加強香港經濟硬實力 港交所近期推出GEM上市改革,提出方案扶 持「大量投入研發工作所以沒有足夠的淨營運 現金流入紀錄」的高增長企業,理念值得嘉 許。可是,港交所提出的替代機制門檻甚高, 例如要求企業上市時預計市值達2.5億港元(主 板的上市要求為5億港元),並加入高額的研 發開支條件,令不少企業卻步。GEM本意藉 較低上市要求,助具增長潛力的企業上市集 資。可是,新方案的要求與主板的上市要求相 差不遠,難以提升GEM的吸引力,亦有礙藉 通過改革重振GEM的原意。港交所需要改變 現有思維,降低上市要求並以執法為重,以提 振本地金融市場發展。 另外,政府去年宣布成立由政府全資擁有的 「香港投資管理有限公司」,期望透過物色投 資機遇,策略性推動目標產業發展。然而, 一年過去,筆者仍未見機構提出重大策略去 達成推動目標產業發展。故此,政府可考慮 擴大「香港投資管理有限公司」的投資組合, 投資於香港上市的本地中小企,尤其當中的 科創企業。同時,政府應加強培養更多本地 的投資基金經理,以促進他們投資香港的金 融產品,令本地企業得以受惠。最後,希望 政府在「香港投資管理有限公司」加入更多投 資業界的代表,使得政府更好地把握產業發 展帶來的投資機遇。 11/2023-01/2024 | 15

FOCUS STORY | 專題 Amidst the mission of performing as an International Innovation and Technology (I&T) Hub in the 14th Five-Year Plan, the HKSAR Government has been actively promoting I&T as a new engine for the economy in recent years. Having released the “Hong Kong Innovation and Technology Development Blueprint” for almost a year, the Government recently promulgated the “Northern Metropolis Action Agenda” to outline a clearer timetable for future I&T development. In the future, the Northern Metropolis area will provide four times the current land area available for I&T and advanced industries, significantly increasing the demand for industrial talents in Hong Kong.
