Federation of Hong Kong Industries (FHKI) was established in 1960 under the Federation of Hong Kong Industries Ordinance (Cap. 321 of the Laws of Hong Kong) to promote and foster the interests of Hong Kong’s industrial and business communities. Representing manufacturing and associated businesses from 33 industry groups, FHKI brings together like-minded entrepreneurs to spearhead the advancement of Hong Kong’s industry. Federation of Hong Kong Industries 香港工業總會 6 CHAIRMAN’S STATEMENT 主席報告 在全球科技革命和產業轉型的浪潮中，香港作為 國際金融中心及創新科技樞紐，正處於產業結構 性調整和發展的關鍵時期。全球供應鏈重組、地 緣政治競爭惡化、保護主義抬頭，特別是關稅的 衝擊加劇了國際貿易格局重塑，為香港工業發展 帶來前所未有的挑戰。與此同時，區域經濟一體 化加速、國家「雙循環」戰略深化，以及粵港澳大 灣區（大灣區）建設全面推進，為香港產業轉型升 級帶來嶄新機遇。 在此背景下，香港工業界必須把握機遇，積極對 接國家發展戰略，推動新型工業化，重塑核心競 爭優勢。香港工業總會（工總）成立65年以來， 一直堅守團結工業界的使命，以創科為動力，推 動香港工業邁向高增值、高技術、智能製造及新 型工業化的新時代，致力將香港打造成為國際創 新科技中心及高增值產業樞紐。 過去一年，工總與特區政府保持緊密溝通，積極 提出建設性的政策建議。工總特別感謝行政長官 李家超先生於去年10月與工總代表會面，就新型 工業發展、創科用地供應、大宗商品市場、出 口信用保險、企業融資、「一帶一路」倡議及大 灣區協同發展等議題進行深入討論。工總欣見行 政長官在《2024年施政報告》中積極回應工總建 議，在工業政策、科技創新、人才發展、土地 資源及稅務優惠等多個範疇採納多項工總意見， 充分展現特區政府推動新型工業化的決心，大大 增強業界信心。 Amidst a global technological revolution and industrial transformation, Hong Kong, as an international financial centre and a hub for innovation and technology, is entering a critical phase of structural change and advancement. The ongoing restructure of global supply chains, coupled with intensifying geopolitical competition, the rise of protectionism, in particular, trade tariffs and the reshaping of international trade patterns, poses unprecedented challenges to Hong Kong’s industrial development. At the same time, the acceleration of regional economic integration, the deepening of the national “dual circulation” strategy, and the development of the Greater Bay Area (GBA) present new opportunities for the upgrade and transformation of Hong Kong industries. Against this backdrop, Hong Kong’s industrial sector must seize the moment to capitalise on the opportunities presented by the national development strategy by actively promoting new industrialisation and reinventing its core competitive advantages. Since its establishment 65 years ago, Federation of Hong Kong Industries (FHKI or the Federation) has remained steadfast in its mission to unite the strength of the industry, leveraging innovation and technology (I&T) as a driving force to propel Hong Kong’s industrial sector into an era of high value-added, high-tech, smart manufacturing and new industrialisation with the aim to position Hong Kong as an international innovation and technology centre, as well as a hub for high-value industries. Over the past year, the Federation has maintained close communication with the HKSAR Government and has proactively contributed constructive policy recommendations. I would like to extend my special thanks to our Chief Executive Hon John Lee for meeting with FHKI representatives last October. This meeting facilitated in-depth discussions on key topics, including, new industry development, land supply for I&T, establishing a commodity market, export credit, corporate financing, the Belt and Road Initiative, and coordinated development within the GBA. The Chief Executive’s positive response to FHKI’s proposals in the 2024 Policy Address, adopting many of the Federation’s ideas and suggestions and, also, addressing key areas such as industrial policy, technological innovation, talent development, land resources, and tax incentives, clearly demonstrates the HKSAR Government’s strong commitment to promoting new industrialisation and significantly bolstering industry confidence. Chairman Dr Steve Chuang 主席 莊子雄博士 Annual Report 2024-25 年報 7 Chairman’s Statement 主席報告 Building an Industrial Ecosystem to Lead Future Development The Central Government’s support for Hong Kong’s I&T, and industrial development is steadily strengthening. This February, Mr Xia Baolong, Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, visited Hong Kong in relation to the progress of certain key projects. These included the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone, the Hong Kong Science Park Shenzhen Branch, and the Qianhai Shenzhen-Hong Kong Modern Service Industry Co-operation Zone. The visit provided a clearer picture of the latest developments in Hong Kong-Shenzhen collaboration. Director Xia’s emphasis on “understanding, responding to and embracing changes” provides clear direction for the future development of Hong Kong’s industrial sector. In this new era of technologically driven industrial transformation, Hong Kong’s business and industrial sectors must efficiently adapt and proactively embrace change. We are committed to building a comprehensive modern industrial ecosystem that accelerates the commercialisation and application of R&D outcomes, attracts I&T talent, and optimises capital flow and allocation. All these efforts will pave the way for a new chapter of sustainable development for Hong Kong’s industrial sector. Looking ahead, Hong Kong must closely align with national strategic priorities and actively integrate into the overall national development trajectory. By actively participating in the development of the Northern Metropolis and the GBA, strengthening industrial and innovation collaboration with Mainland cities, and leveraging on its international capabilities and advantages, Hong Kong stands strong in attracting global innovation resources and cultivate key industries to build a world-class innovation and technology ecosystem. The Federation will continue to serve as a vital connector, galvanising the industry, driving local enterprises to deepen their innovation and transformation efforts, and attracting high value-added industries to Hong Kong, injecting new impetus into the continuous growth of Hong Kong’s economy. 構建產業生態圈 引領未來發展 國家對香港創科及產業發展的支持力度持續加 強。今年2月，中央港澳工作辦公室主任、國務 院港澳事務辦公室主任夏寶龍親自南下調研，實 地視察河套深港科技創新合作區香港園區、香港 科學園深圳分園及前海深港現代服務業合作區等 重點項目，深入了解港深合作的最新進展。夏寶 龍主任提出「識變、應變、求變」的戰略思維， 為香港工業發展指明方向。在科技驅動產業變革 的新時代，香港工商界必須與時俱進，積極擁抱 變革。工總致力建構完善的現代工業生態圈，加 快科研成果商品化及應用、匯聚創科人才、優化 資金流動，為香港工業可持續發展開創新篇章。 展望未來，香港必須緊扣國家戰略部署，積極融 入國家發展大局。透過積極推進北部都會區及大 灣區建設，加強與內地城市產業創新協作，發揮 國際聯繫優勢，匯聚全球創新資源，培育重點產 業，建設世界級創科產業生態圈。工總將繼續擔 當重要橋樑，凝聚業界力量，推動本地企業深化 創新轉型，吸引高增值工業落戶香港，為香港經 濟持續發展注入新動力。
Federation of Hong Kong Industries 香港工業總會 8 Forging a New Era of Industrial Innovation The launch of the Hong Kong New Industrialisation Development Alliance this past March signals a new chapter in Hong Kong’s industrial development. Coordinated by FHKI, the Alliance brings together key partners, including (in no particular order), the Chinese Manufacturers’ Association of Hong Kong, Hong Kong Productivity Council, Hong Kong Science and Technology Parks Corporation, Vocational Training Council, the Hong Kong Institution of Engineers, Bank of China Group Investment Limited, and the Hong Kong New Industrialisation Alliance. As the Alliance’s inaugural chair, I am confident that this platform will effectively facilitate collaboration and innovation across Government, industry, academia, research institutions, and investors. This collaborative ecosystem will drive the growth of new industries, creating a vital new engine for Hong Kong’s economy and advancing our city to become a leading international I&T centre sooner than later. For the past 65 years, the Federation has played a vital role in shaping Hong Kong’s industrial landscape, guiding its multiple successful transformations. The exhibition “Innovative Pathway: Hong Kong’s New Era of Industry”, jointly presented by the Leisure and Cultural Services Department and FHKI, organised by the Hong Kong Science Museum and FHKI, and funded by the Innovation Technology Fund of the Innovation and Technology Commission, was officially inaugurated this April. Featuring over 50 exhibits incorporating interactive experiences, physical displays, and multimedia presentations, the exhibition showcased the inspiring evolution of Hong Kong’s industries from traditional manufacturing to a future driven by innovation, technology, and design. 共建創科工業新格局 發展新質生產力 香港新型工業發展聯盟今年3月成立，標誌著 香港工業發展進入新里程。聯盟由工總協調籌 組，聯同（排名不分先後）香港中華廠商聯合會、 香港生產力促進局、香港科技園公司、職業訓 練局、香港工程師學會、中銀集團投資有限公 司，以及香港新型工業化聯盟共同創辦。本人 有幸擔任聯盟首屆主席，深信此平台將有效促進 「政、產、學、研、投」各界協同創新，推動新 型工業成為香港經濟的新增長點，加快香港發展 成為國際創科中心。 工總65年來一直引領香港工業發展，帶領業界多 次成功轉型。由康樂及文化事務署與工總合辦、 香港科學館與工總共同籌劃，並由創新科技署創 新及科技基金贊助的「創．造未來－香港工業新 時代」展覽於4月揭幕。透過互動體驗、實物展 示及多媒體影像等多元方式，展出超過50組展 品，讓公眾認識香港工業如何從傳統製造蛻變為 結合智慧、創新設計和先進科技的新時代之精彩 歷程。 Annual Report 2024-25 年報 9 Chairman’s Statement 主席報告 Since 2003, we have conducted regular large-scale industry studies to analyse trends and study Hong Kong’s industrial development strategies. In response to the global wave of industrial innovation and transformation, FHKI commissioned Hong Kong Institute of Economics and Business Strategy at the University of Hong Kong to conduct a study entitled “Made by Hong Kong: Strategies for New Industrialisation”. This study, led by Prof Heiwai Tang and his team and funded by the Trade and Industry Department’s Trade and Industrial Organisation Support Fund, establishes, for the first time, new indicators reflecting the full economic contribution of Hong Kong’s industries and related producer services. By comprehensively mapping Hong Kong’s industrial value chain, the study provides a robust, evidence-based foundation for formulating local industrial development strategies, revealing that, in 2023, Hong Kong’s industry contributed 4.4% and industry-related producer services 16.2% to our city’s GDP. We extend our sincere gratitude to the Innovation, Technology and Industry Bureau (ITIB), the Office of the Government Economist, the Census and Statistics Department and all those who have contributed for their invaluable support. Advancing I&T and new industrialisation in Hong Kong requires a concerted effort across Government, industry, academia, research institutions, and investors. Over the past year, FHKI has worked closely with the ITIB, engaging in extensive discussions on the implementation of the HK$10 billion New Industrialisation Acceleration Scheme to drive this critical initiative forward. To further catalyse this progress and foster the development of new quality productive forces, FHKI launched the Medical Engineering and Innovation Council this January. This Council is dedicated to promoting innovation and industrial application in medical technology, strengthening regional industrial collaboration, supporting the transformation of traditional industries, and ultimately establishing Hong Kong as a leading medical engineering innovation hub in the Asia-Pacific region. As a cornerstone of Hong Kong’s economic development and a key contributor to national reform and opening up, the industrial sector’s continued success hinges on the effective transfer of knowledge and expertise to the next generation. Last November, FHKI presented its annual Young Industrialist Awards of Hong Kong and the Industrialist of the Year Award. Notably, women comprised half of the six recipients of 2024 Young Industrialist Awards of Hong Kong, the highest proportion in the Award’s history, highlighting the growing diversity and inclusivity within Hong Kong’s industrial landscape. In the face of evolving global dynamics, we are confident that Hong Kong industrialists will continue to drive transformation and growth with innovation and resilience, forging a new era for the city’s industrial development. 由2003年起，工總定期進行大型產業調研，深 入研究及分析香港工業發展態勢。因應全球產業 創新升級轉型浪潮，工總委託香港大學香港經濟 及商業策略研究所的鄧希煒教授團隊展開《香港 製造：新型工業化策略》研究。是次研究獲工 業貿易署「工商機構支援基金」資助，首次建立全 面反映香港工業及與工業相關生產性服務業經濟 貢獻的新指標，涵蓋香港工業完整價值鏈的經濟 活動，為制定本地工業發展策略提供重要基礎。 研究顯示，2023年香港工業及與工業相關生產 者服務業分別佔本地生產總值4.4%及16.2%。工 總衷心感謝創新科技及工業局、政府經濟顧問辦 公室、政府統計處，以及所有參與人士的寶貴支 持。 推動香港創科及新型工業發展，需要「政、產、 學、研、投」各界協力同心。在過去一年，工總 與創新科技及工業局保持緊密聯繫，就推行100 億元「新型工業加速計劃」進行深入交流。為匯集 各方力量，加快發展新質生產力，工總於今年1 月成立醫學工程及創新協會，致力推動醫療科技 創新發展與產業化應用，深化區域產業協作，支 援傳統產業轉型，推動香港發展成為亞太地區領 先的醫學工程創新樞紐。 工業界作為香港經濟發展的中流砥柱和國家 改革開放的重要參與者，傳承工業智慧對行 業持續發展至關重要。去年11月，工總頒 發年度「香港青年工業家獎」及「傑出工業家 獎」。2024年度「香港青年工業家獎」六位得 主中，女性佔一半，為歷年最高比例，反映 香港工業界日益多元共融。面對百年變局， 工總深信香港工業家將繼續以創新及堅韌精 神推動轉型升級，為香港工業發展開創新 時代。
Federation of Hong Kong Industries 香港工業總會 10 Navigating Global Opportunities Together Amidst a rapidly transforming global economic landscape and increasing complexities in international trade, Hong Kong businesses are actively diversifying, expanding into emerging markets to counter uncertainties in traditional European and American markets. Guided by our commitment to connecting Hong Kong businesses with the world, FHKI facilitates these efforts by organising and joining high-level trade delegations and forging strategic partnerships. Over the past year, we signed 23 Memoranda of Understanding (MoUs) with organisations across Hong Kong, Mainland China, and overseas, building a robust global network for collaboration and growth. To deepen collaboration with Mainland China, FHKI led a delegation to Chongqing and Chengdu last August to explore opportunities arising from the Western Region Development Strategy. In Chongqing, the delegation met with Vice Mayor Zhang Guozhi, Vice Secretary Zeng Rong, and Director of Chongqing Municipal Commission of Commerce (CMCC) Zhang Yongwu, culminating in the signing of an MoU with CMCC. This MoU opens new avenues for Hong Kong businesses to participate in the region’s growth. In Chengdu, the delegation met with Director of the United Front Work Department of Sichuan Zhao Junmin and Sichuan Vice Governor Li Wenqing. An MoU was also signed with the Chengdu Hi-Tech Industrial Development Zone, further strengthening industrial collaboration between Hong Kong and Sichuan. 攜手開拓環球機遇 在全球經濟格局急速轉變及國際貿易日趨複雜的 環境下，香港企業正積極開拓新興市場，以應 對歐美傳統市場帶來的不確定性。工總秉持「立 足香港、聯通世界」的理念，積極組織及參與高 層次經貿代表團，建立策略夥伴關係。過去一 年，我們與香港、內地及海外機構簽署了23份 合作備忘錄，建構強大的全球合作網絡。 為深化與內地合作，工總於去年8月率團訪問重 慶及成都，探索國家西部大開發戰略帶來的機 遇。代表團在重慶與副市長張國智、副秘書長曾 榮及市商務委員會主任章勇武會面，並與市商務 委簽署合作備忘錄，為港商參與西部建設開闢新 渠道。在成都，代表團與四川省委統戰部部長趙 俊民及四川省副省長李文清會面，並與成都高新 技術產業開發區簽署合作備忘錄，進一步加強川 港產業協作。 Annual Report 2024-25 年報 11 Chairman’s Statement 主席報告 The ASEAN market offers tremendous potential, serving as both a vital industrial base and a promising emerging market for Hong Kong businesses. Last August, I joined Chief Executive on a productive trade mission to Laos, Cambodia, and Vietnam. During the visit, FHKI signed MoUs with the Vientiane Capital Chamber of Commerce and Industry in Laos, the Hong Kong Business Association of Cambodia, and, in Vietnam, with both the Vietnam Singapore Industrial Park and Vietnam National University Ho Chi Minh City – University of Science. These MoUs create new platforms for Hong Kong businesses to expand their presence in the ASEAN market. Markets across the Global South are demonstrating robust growth, representing a significant new direction for Hong Kong’s external economic and trade cooperation. Last December, FHKI led a delegation to Saudi Arabia and the United Arab Emirates. In Saudi Arabia, the delegation signed an MoU with the Saudi National Industrial Development Center and met with the Ambassador of China to Saudi Arabia Chang Hua and Minister-Counsellor for Economic and Commercial Affairs He Song. In Dubai, the delegation met with Consul General of China Ou Boqian to discuss strengthening cooperation between Hong Kong and Arab nations. This May, I was honoured to again join the Chief Executive-led trade delegation to Qatar and Kuwait. The delegation conducted in-depth visits to local chambers of commerce and explored trade and innovation ecosystems. With the Chief Executive as witness, FHKI signed MoUs with both the Qatar Chamber of Commerce & Industry and the Kuwait Chamber of Commerce & Industry, laying the foundation for closer collaboration. Through its multi-level network of strategic partnerships, FHKI provides Hong Kong businesses with valuable insights into global business environments and emerging market opportunities. Simultaneously, FHKI actively promotes Hong Kong’s advantages as a leading international financial centre and I&T hub, showcasing its unique value proposition to attract investment and businesses to both Hong Kong and Mainland China. 東盟市場發展潛力龐大，不僅是港資企業重要的 產業基地，更是極具潛力的新興市場。去年7至 8月，本人隨同行政長官率領的工商界代表團訪 問老撾、柬埔寨和越南，期間分別與老撾首都萬 象工商會及柬埔寨香港商會、越南胡志明國家大 學－理科大學，及越南新加坡工業園簽署合作備 忘錄，為港商開拓東盟市場建立新平台。 「全球南方」市場正展現出強勁增長勢頭，是香港 對外經貿合作的重要新方向。去年12月，工總 率團訪問沙特阿拉伯及阿聯酋。代表團在沙特阿 拉伯與沙特國家工業發展中心簽署合作備忘錄， 並獲沙特阿拉伯特命全權大使常華及公使銜經濟 商務參贊賀松接見。在迪拜，代表團獲國家駐迪 拜總領事歐渤芊接見，就加強香港與阿拉伯國家 的合作深入交流。 2025年5月，本人再次有幸隨同行政長官率領的 商貿代表團訪問卡塔爾及科威特。代表團深入考 察當地商會、貿易及創科發展生態，在行政長 官見證下，工總分別與卡塔爾工商會及科威特 工商會簽署合作備忘錄，為日後緊密合作奠定 基礎。 工總透過建立多層次的策略夥伴網絡，為香港 企業提供寶貴的全球營商環境資訊及新興市場機 遇。同時，工總積極推廣香港作為國際金融中心 及創科樞紐的優勢，展示香港獨特價值，吸引投 資者及企業落戶香港及內地。
Federation of Hong Kong Industries 香港工業總會 12 GBA Collaboration and National Development The GBA, a key national development strategy, offers a vast platform for Hong Kong to deepen innovation and collaboration. Hong Kong’s business sector must capitalise on the strategic opportunities presented by Mainland China’s ongoing reforms and opening up, accelerating industrial upgrading and transformation to achieve high-quality development. This January, FHKI, in partnership with its Pearl River Delta Council, the Hong Kong Productivity Council, and the Hong Kong Applied Science and Technology Research Institute, successfully hosted the GBA iForum in Shenzhen. This event brought together nearly a thousand leaders from government, industry, academia, research, and investment sectors across Guangdong and Hong Kong to explore innovation and development opportunities within the GBA, furthering regional collaboration in innovation, new industrialisation, and the development of new quality productive forces. Hong Kong’s industrial collaboration with Western China, particularly in high-tech manufacturing and R&D, continues to deepen. As the largest source of foreign direct investment in Sichuan, Hong Kong has nearly 6,500 projects there, accounting for 60% of the province’s total foreign direct investment, highlighting Hong Kong’s vital role in fostering regional industrial synergy. Following the FHKI delegation’s visit to Chengdu last August, Zhao Junmin, Director of the United Front Work Department of Sichuan, and Zhang Tao, Director of the Hong Kong and Macao Affairs Office of the Sichuan Provincial People’s Government, visited FHKI last October to discuss strengthening Sichuan-Hong Kong industrial cooperation. Leveraging Hong Kong’s international network and Sichuan’s industrial base, both sides can collaborate more closely on technology transfer and commercialisation. To promote GBA integration, FHKI has been actively facilitating streamlined food customs clearance since 2021. Through close collaboration with the Environment and Ecology Bureau, the Centre for Food Safety, and the Trade and Industry Department, significant breakthroughs were achieved last May, enhancing customs clearance arrangements for three major food categories and significantly improving efficiency. This May, the Environment and Ecology Bureau and China’s General Administration of Customs signed two agreements, permitting Hong Kong-manufactured meat and dairy products to enter Mainland China, creating wider opportunities for Hong Kong’s food manufacturing industry. 深化灣區協作 積極融入國家發展大局 大灣區作為國家重點發展戰略區域，為香港 深化創新合作提供了廣闊平台。香港工商界 必須把握國家深化改革開放的戰略機遇，加 快產業升級轉型，實現高質量發展。今年1 月，工總聯同轄下珠三角工業協會、香港生 產力促進局及香港應用科技研究院，隆重舉 辦「大灣區（深圳）工商界高峰論壇及交流會 2025」，匯聚近千名粵港兩地政府、產業、 學術、研究與投資界的翹楚，共同探討大灣 區創新發展機遇，推進區域創科協同，加快 新型工業化及新質生產力的發展。 香港與西部地區的產業協作，特別是在高科 技製造及研發領域的合作不斷深化。作為 四川最大的外資來源地，香港在當地投資項 目近6,500個，佔該省外商直接投資總額六 成，充份展現香港在推動區域產業協同發展 的重要作用。繼去年8月工總代表團訪問成 都後，四川省委常委、統戰部部長趙俊民 及四川省港澳辦主任張濤於去年10月先後 到訪工總，討論加強川港產業合作。憑藉 香港的國際網絡和四川的產業基礎，雙方 可在科技成果轉化及產業化方面展開更緊密 合作。 為促進灣區融合發展，工總自2021年起積 極推動食品通關便利化。透過與環境及生態 局、食物安全中心及工業貿易署的緊密協 作，去年5月實現三大類食品獲便利通關安排 的突破，大幅提升清關效率。今年5月，環 境及生態局與國家海關總署簽署兩份合作協 議，容許香港製造的肉製品及乳品進入內地 市場，為香港食品製造業開創更廣闊商機。 Annual Report 2024-25 年報 13 Chairman’s Statement 主席報告 Fostering Green Innovation and Talent Development The global shift towards a low-carbon economy is accelerating, with governments implementing environmental regulations to achieve carbon neutrality. Businesses must continuously innovate to enhance their sustainability. Last year, FHKI launched the Hong Kong Q-Carbon Certification Scheme and the Hong Kong Q-ESG Certification Scheme to help SMEs address increasingly stringent Environmental, Social and Governance (ESG) requirements and improve carbon management. FHKI will continue leveraging the Q-Mark certification system to enhance the competitiveness of local businesses. To facilitate ESG knowledge sharing among Hong Kong manufacturers, FHKI hosted the APAC ESG Summit for SMEs (ESG Summit) this May, attracting nearly 200 industry leaders. ESG professionals and experts and, also, representatives from Hong Kong-invested manufacturing enterprises shared practical insights and solutions. The ESG Summit effectively fostered industry collaboration and raised awareness of ESG management compliance. Regarding environmental policy, FHKI and the Environmental Protection Department established a Producer Responsibility Schemes working group and held its first meeting last May. This February, Deputy Director of Environmental Protection (Waste Reduction) Kenneth Cheng and other officials visited FHKI to discuss the Producer Responsibility Scheme on Plastic Beverage Containers and Beverage Cartons. Federation of Hong Kong Industries 香港工業總會 14 Hong Kong is actively developing into an international hub for post-secondary education, nurturing diverse talent. The 2023 Policy Address announced the establishment of the Alliance of Universities of Applied Sciences, which launched last November, marks a new chapter in vocational and professional education and training (VPET). The business community anticipates these universities will provide aspiring youth with expanded opportunities in I&T, cultivating talent for new industrialisation and driving Hong Kong’s development of new quality productive forces. Addressing the talent needs of innovation and new industrialisation is crucial. FHKI welcomed the Labour and Welfare Bureau’s Report on 2023 Manpower Projection and provided feedback on the Enhanced Supplementary Labour Scheme and Talent List, working with Government departments to strengthen the innovation and industrial talent pool. FHKI is also deepening collaboration with the education sector on charting VPET forward. Partnering with Hong Kong Science and Technology Parks Corporation, FHKI organised the Innopreneur Experience Journey Cohort 3, providing students with first-hand experience of new industrial and technological development. Last year, FHKI achieved ISO 37001 Anti-Bribery Management Systems certification, becoming the first cross-sectoral industry association in Hong Kong to receive this international recognition across diverse service areas. Simultaneously, FHKI maintained its ISO 9001 certification for the third consecutive year with zero non-conformities, demonstrating our commitment to high professional management standards. As my two-year term concludes, the global economic and trade landscape is transforming significantly. Ongoing China-US trade tensions, rising global protectionism, and rapid global supply chain restructuring present unprecedented challenges for Hong Kong businesses. However, Hong Kong’s industries have consistently navigated challenges, turning crises into opportunities. Despite a complex and volatile external environment, Hong Kong retains unique advantages: its role as a bridge between Mainland China and the world, coupled with a well-established international network and professional services infrastructure. Hong Kong has actively expanded into Belt and Road and Global South markets, broadening its development prospects. Concurrently, Hong Kong is striving to become a leading international I&T hub, driving industrial upgrading, nurturing emerging industries, and developing new quality productive forces to fuel economic growth. This includes exploring new avenues for growth, such as the Halal and Silver economies, where FHKI is actively collaborating with partners to develop relevant industry standards and facilitate market access. The event was honoured by the presence of Hon John Lee, the Chief Executive of the HKSAR and Mr Meng Fanli, Deputy Secretary of the Communist Party of China (CPC) Guangdong Provincial Committee and the Secretary of the CPC Shenzhen Municipal Committee as Guests-of-Honour. The event brought together nearly a thousand elite members from the government, industry, academia, research, and investment sectors of both Guangdong and Hong Kong. Federation of Hong Kong Industries 香港工業總會 26 The Hong Kong New Industrialisation Development Alliance (HKNIDA) was officially established through the coordination of FHKI and in partnership with seven other organisations. HKNIDA is dedicated to fostering close collaboration among the government, industry, academia, research, and investment sectors, building a robust platform to advance new industrialisation as a key driver of Hong Kong’s economic growth. HKNIDA also aims to help realise Hong Kong’s vision of becoming an international innovation and technology centre. The Founding Ceremony of HKNIDA was successfully held in March 2025, with Hon Mr Paul Lam, Secretary for Justice of the HKSAR, as Guest-of-Honour. Prof Sun Dong, Secretary for Innovation, Technology and Industry, delivered an inspiring keynote address. These agreements established a solid foundation for expanding cooperation between Hong Kong and the Chongqing and Sichuan regions. From November to December 2024, FHKI also led a delegation to Saudi Arabia and the United Arab Emirates. Federation of Hong Kong Industries 香港工業總會 28 The exhibition “Innovative Pathway: Hong Kong’s New Era of Industry” was jointly presented by the Leisure and Cultural Services Department and FHKI, co-organised by the Hong Kong Science Museum and FHKI, and funded by the Innovation Technology Fund of the Innovation and Technology Commission. Featuring more than 50 interactive exhibits, physical displays, and multimedia presentations, the exhibition highlights Hong Kong’s industrial evolution – from traditional manufacturing to a new era defined by smart technologies, innovative design, and advanced technology.
