Federation of Hong Kong Industries (FHKI) was established in 1960 under the Federation of Hong Kong Industries Ordinance (Cap. 321 of the Laws of Hong Kong) to promote and foster the interests of Hong Kong’s industrial and business communities. Representing manufacturing and associated businesses from 33 industry groups, FHKI brings together like-minded entrepreneurs to spearhead the advancement of Hong Kong’s industry. Through policy advocacy, professional business support services and cross-sector collaboration, FHKI strives to build a dynamic industrial ecosystem to take forward new industrialisation, sparkling new business opportunities and charting diverse paths for the younger generation. 香港工業總會（工總）於1960年根據《香港工業總會條例》（香港法例第321章）成立，為香港工商 業界發聲。工總會員來自33個工業分組的製造業及相關行業，雲集擁有共同願景的企業家，引 領香港工業蓬勃發展。透過政策倡議、專業商業支援服務及跨界協作，工總致力為工業界營造 充滿動力的發展環境，推進香港新型工業化，助業界開拓商機，並為年青一代創造更多元的發 展機會。

Federation of Hong Kong Industries 香港工業總會 6 Chairman’s Statement 主席報告 2023至24年度是挑戰與機遇並存的一年。全 球經濟在歷時三年的疫症後復甦依然緩慢， 伴隨著全球貿易格局變化、地緣政治風險持 續增加，以及金融市場反覆疲弱，均為企業 營運帶來更大不確定性。與此同時，企業面 對數字化轉型和技術創新加速，亦必需不斷 調整營運模式。 雖然如此，逆境中也蘊藏著機遇。自國家在 「十四五」規劃明確支持香港要建設成為國際 創科中心，香港「官產學研投」各界在新型工 業及創科發展上默默耕耘，多年努力成果在 過去一年相繼破土而出。新型工業發展辦公 室的成立、工業專員（創新及科技）的委任、 《北部都會區行動綱領》的推出、多間海內外 頂尖科企落戶香港，以及其他振奮業界的政 策，都標誌著香港新型工業化及創科日益壯 大，而工總將繼續堅定不移地團結及帶領工 商界朝目標推進。 國家推行「一帶一路」倡議已逾十載、《粵港 澳大灣區發展規劃綱要》亦已頒布五年，我 們逐漸發展出善用香港獨有優勢的格局。儘 管近年外圍環境陰晴不定，風起雲湧，但是 只要香港把握國家發展帶來的機遇，善用愈 來愈成熟的創科生態圈，並持續發揮「背靠祖 國、聯通世界」的獨特優勢，香港定能在經 濟復甦迎難而上，開創出新局面。 The year 2023-24 has presented a myriad of challenges and opportunities. While there has been a gradual recovery from the pandemic that plagued the world for three long years, various factors, such as, the evolving global trade landscape, mounting geopolitical risks, and weakened financial markets have intensified business uncertainties. In addition, the pressure to adapt to the digitalisation and innovation trends has demanded constant adjustments in operational models. Nevertheless, amidst this adversity lies opportunities waiting to be seized. In particular, Hong Kong has been presented with a clear support for its transformation into an international innovation and technology (I&T) hub, thanks to the “14th Five-Year Plan” which united stakeholders from various sectors including the Government, industry, academia, research, and investment to dedicate their efforts towards I&T and new industrialisation. These efforts are now manifesting into tangible outcomes: Noteworthy policies, including the establishment of the New Industrialisation Development Office and the appointment of a Commissioner for Industry (Innovation and Technology), together with the release of the Northern Metropolis Action Agenda and the commitment of top-notch I&T corporations to set up or expand in Hong Kong, all serve as a further testament to the progress being made. The Federation, in its unwavering determination, will continue to unite and lead the business community towards achieving our collective goals. A decade has passed since the launch of the “Belt and Road Initiative”, and five years since the “Guangdong-Hong Kong-Macao Greater Bay Area Development Plan”. Hong Kong is forging a landscape that capitalises on its distinctive advantages. Despite the prevailing uncertainties in the business environment, Hong Kong thrives by seizing opportunities arising from national development, leveraging its increasingly sophisticated I&T ecosystem, and harnessing its unique position of “enjoying the strong support of the Motherland and being closely connected to the world”. Annual Report 2023-24 年報 主席報告 Chairman’s Statement 7 激發創新科技及新型工業 發展新質生產力 今年全國兩會，「新質生產力」首次寫入政府 的工作報告，「新質生產力」重點之一，是培 育生命科學。而香港的生物科技及醫療保健 產業，既是重點發展的新興產業之一，相關 科研水平在國際也名列前茅。為了更精準地 反映香港的工業情況、促進行業的發展和更 有效地服務相關企業，工總於今年1月成立第 33分組（生物科技及醫療保健），涵蓋生物科 技、生物醫藥、中藥、保健品及保健器材等 製造企業。新分組將凝聚業界，為政府出謀 獻策，助業界把握商機，支持香港加快發展 「新質生產力」，協助發展香港成為亞洲領先 的生物科技樞紐。 只有在「官產學研投」合力下，香港的創科及 新型工業發展才能事半功倍，為此工總一直 充當平台，匯集各方力量。2023年6月， 工總舉辦「iForum工業家論壇2023—創科新 時代．工業啟新章」，論壇聚焦「智慧製造」 和「健康科技與新工業化」兩個主題，吸引逾 200名業界領軍人物到場參加，通過多元討 論，讓各界持份者就新時代的工業前景深入 交流，把握市場的嶄新機遇。 Boost I&T and New Industries with New Quality Productive Forces During the “National Two Sessions” earlier this year, the Central Government’s work report introduced the concept of “New Quality Productive Forces”, featuring life sciences as one of its focuses. Among the critical emerging sectors in Hong Kong, the biotechnology and healthcare industry stands out, with its research standards ranking among the best internationally. In an effort to best showcase Hong Kong’s industrial landscape, foster sectoral growth, and enhance service delivery to pertinent businesses, the Federation established its 33rd group (Group 33: Biotechnology and Healthcare) earlier in January. Comprised of manufacturing firms in biotechnology, bio-medical, Chinese medicine, health supplements, and health devices, the Group aims to unite the industry, advocate strategic advice to the Government, seize business opportunities, facilitate Hong Kong’s rapid development of “New Quality Productive Forces”, and ultimately, positioning Hong Kong as a leading biotechnology hub in Asia. Impressive results in Hong Kong’s I&T and new industrialisation cannot be achieved without the collective efforts of the ecosystem. Acting as a unifying platform, the Federation has played a crucial role in bringing together various stakeholders. In June last year, the Federation hosted the iForum 2023 – A New Era of Innovation, Technology, and Industrialisation in Hong Kong. With a specific focus on “Smart Manufacturing” and “Health Technology and New Industrialisation”, the iForum successfully attracted over 200 industry leaders who actively participated in insightful discussions. This occasion facilitated in-depth exchanges and empowered stakeholders to seize fresh market opportunities by providing diverse perspectives from within the ecosystem.
Federation of Hong Kong Industries 香港工業總會 8 Our aerospace industry has achieved significant advancements in recent years, with the added achievement of a Hongkonger being selected for astronaut training in 2024. To explore the opportunities presented by the emerging new space economy, the Federation has commissioned the City University of Hong Kong (CityU) for a study titled “Soaring into Space: Exploring the New Opportunities of Hong Kong’s Space Economy”. In collaboration with the research team from CityU, the Federation co-hosted a new space economy seminar in February 2024, delving into the recent trends of the aerospace industry and the new space economy. The release of the research findings is scheduled to take place later this year. To effectively commercialise and harness the I&T outcome, a robust system for intellectual property (IP) protection is of utmost importance. Recognising this, the Federation and the Hong Kong Productivity Council (HKPC) embarked on a comprehensive two-year research initiative and released the groundbreaking Hong Kong Patent Landscape Report in August 2023. This city-level report aims to bolster Hong Kong’s stature as a leader in IP advancement and identify key drivers of growth in the new economy. The study facilitates Hong Kong enterprises in identifying unexplored opportunities for future technological development, while also presenting concrete policy recommendations for advancing the city’s patent system, intellectual property trade, and the growth of the I&T industry. 國家的航天事業發展近年取得豐碩成果，今 年更有港人獲選受訓成航天員。為探討新太 空經濟帶來的機遇，工總委託香港城市大學 進行「翱翔太空：香港太空經濟的新機遇」研 究，在2024年2月與城大研究團隊合辦的「新 太空經濟研討會」上，探討對航天事業及新太 空經濟的最近動向。研究計劃的發布會將於 今年稍後舉行。 創新科技的落地成果，必須有知識產權保 障，方可持續發展。為鞏固香港在推進知識 產權的領先地位，並且在新經濟的不同領域 中發掘最有前景的增長動力，2023年8月， 工總與生產力局發表歷時兩年完成的首份城 市級別的《香港專利分析研究》，呈現香港 和全球在近十年的專利活動和科技創新的趨 勢。調查報告有助本港企業識別未來技術發 展的藍海，並為推動香港專利制度、知識產 權貿易，以至創科產業發展，提出具體政策 建議。
Annual Report 2023-24 年報 主席報告 Chairman’s Statement 9 Pioneering Amidst External Challenges In the past year, Hong Kong’s exports and its small and medium enterprises (SMEs) faced significant challenges amid a tumultuous external environment. Trade wars, tariff barriers, geopolitical conflicts, and the presence of high interest rates and inflation all contributed to a very challenging operating landscape. However, there is a silver lining amidst this adversity. Beyond the traditional European and US markets, the economies of ASEAN and Belt and Road countries have displayed resilient and steady growth. These regions boast abundant labour forces, rich natural resources, and an everincreasing purchasing power. They are poised to exert a more significant influence on the global economy in the future. Earlier in January this year, the Federation took a proactive approach in strengthening the ties between Hong Kong’s business community and two ASEAN countries: Indonesia and Thailand. During the visit to Jakarta, the FHKI delegation was warmly received by Lu Kang, the Chinese Ambassador to Indonesia, and went on to sign two separate Memoranda of Understanding (MoUs) with both the Indonesian Chamber of Commerce and Industry (KADIN) and the Indonesia Chamber of Commerce in Hong Kong (INACHAMHK). To foster a deeper engagement, a business forum accompanied by a dinner was jointly organised by the Federation, the Hong Kong Economic and Trade Office in Jakarta, and INACHAMHK. This event successfully attracted nearly 200 representatives from the local business community, providing them with a platform to exchange valuable insights and perspectives. The delegation also took the opportunity to explore the burgeoning startup ecosystem in Indonesia. During the visit to Bangkok, the Federation signed MoUs with the Eastern Economic Corridor Office of Thailand (EECO) and the Thai-Hong Kong Trade Association (THKTA), and conducted exploratory visits to Thailand’s National Innovation Agency (NIA), local startups and industrial parks. 外圍挑戰依然 與業界並肩開拓未來 在過往一年，外圍環境在貿易戰及關稅壁 壘、地緣政治衝突，以及高利率、高通脹等 不利因素籠罩下，對香港出口及中小企造成 顯著衝擊。幸而歐美市場之外，東盟、「一 帶一路」國家的經濟穩步增長，擁有龐大勞 動力、豐富天然資源，以及不斷增加的消費 力，未來勢必在全球經濟擔當更重要的角色。 為增強香港工商界與區內國家的聯繫、把握 貿易及投資機會，工總在2024年1月率團訪 問印尼及泰國。訪問雅加達期間，工總獲 駐印尼特命全權大使陸慷接見，又分別與 印尼工商會（KADIN）及香港印度尼西亞商會 （INACHAMHK）簽署合作備忘錄。同時，工 總聯同香港駐雅加達經濟貿易辦事處，及香 港印度尼西亞商會合辦商界高峰論壇，吸 引近200名當地工商界代表出席及交流寶貴 意見，並考察了印尼的初創生態圈。在曼 谷期間，工總與泰國東部經濟走廊辦公室 （EECO）及泰國香港總商會（THKTA）簽署合 作備忘錄，並到訪泰國國家創新局、當地初 創公司以及工業園區。
Federation of Hong Kong Industries 香港工業總會 10 Following the establishment of the “Belt and Road Committee” in 2023, the Federation also established its first representative office of its ASEAN Chapter in Vietnam during the visit in Jakarta and held a grand opening ceremony dedicated for this purpose. The representative office provides on-the-ground support to Hong Kong businessmen across ASEAN member states. It will also leverage on the business network engaged by the Hong Kong business community to promote trade and investment between the Greater Bay Area (GBA) and ASEAN countries. The Federation has been steadfast in its commitment to expanding business exchanges of the business communities between Hong Kong and countries of the “Belt and Road initiative”. In July last year, the Federation signed an MoU with the Federation of Malaysian Manufacturers (FMM) during the high-level delegation visit, led by our HKSAR Chief Executive John Lee, to Singapore, Indonesia and Malaysia. At the Belt and Road Summit organised by our Government in September 2023, we signed MoUs with NC Kazakh Invest JSC (Kazakh Invest) of Kazakhstan and AMATA Corporation PCL (AMATA) of Thailand respectively to promote mutual investment and cooperation, and to help Hong Kong enterprises seize business opportunities in these regions. 繼2023年成立「一帶一路委員會」後，工總在 訪問期間亦在越南設立東盟分部的首個代表 處，並為此舉行隆重的成立典禮。代表處為 遍布東盟各成員國的港商提供實地支援，同 時也會利用港商的商業網絡，促進粵港澳大 灣區和東盟國家之間貿易和投資。 工總一直致力為工商界開拓與「一帶一路」國 家的商貿往來。2023年7月參與由行政長官 李家超率領的工商界代表團到訪新加坡、 印尼及馬來西亞，期間與馬來西亞廠商聯合 會（FMM）簽署合作備忘錄。2023年9月， 工總在特區政府舉辦的「一帶一路」高峰論 壇上，亦分別與哈薩克斯坦國家投資公司 （NC Kazakh Invest JSC）及泰國安美德集 團（AMATA Corporation PCL）簽署合作備忘 錄，促進雙互投資合作，為香港企業把握區 內商機。
Annual Report 2023-24 年報 主席報告 Chairman’s Statement 11 Contribute to National Development by Deepening Bay Area Collaboration Industrial development in the GBA is advancing in leaps and bounds. In January, the Federation, along with its Pearl River Delta Council (PRD Council), HKPC, and the Hong Kong Applied Science and Technology Research Institute (ASTRI), co-hosted the GBA iForum in Dongguan. The aim was to promote I&T development as well as the transformation of industries in Hong Kong and the GBA. This event provided a platform for the business community in Guangdong, Hong Kong and Macao to discuss means and strategies of deepening high-quality cooperation in the GBA and capturing new opportunities in the region. As the annual flagship event for our business community, the event has been organised by the PRD Council under the Federation since 2002, attracting a thousand business leaders from Guangdong, Hong Kong, and Macao, and is thus also known as the “A Thousand Guests Banquet”. The event has been on hiatus for several years due to the pandemic. With the return to normalcy, 2024’s event was themed “Innovation Meets Smart Manufacturing: Uniting Hong Kong and Dongguan on a Journey to GBA’s Infinite Possibilities”. After a five-year separation, representatives from all sectors reconvene to deliberate on the deepening of high-quality collaboration within GBA, making it a profoundly meaningful and successful event. 深化灣區協作 貢獻國家發展 大灣區的產業發展一日千里，香港工商界既 要好好把握國家發展帶來的黃金機遇，更加 要因應國際與國家的宏觀發展形勢，為國家 的經濟發展作出最大的貢獻。2024年1月， 工總、工總轄下珠三角工業協會、生產力局 以及香港應用科技研究院於東莞市聯合主辦 「2024大灣區（東莞）工商界高峰論壇及交流 會」，以推進香港及大灣區的創科及新型工業 化發展，讓粵港澳工商界共商如何深化大灣 區高質量合作，捕捉灣區的新機遇。 作為工商界年度盛事，珠三角工業協會自 2002年起舉辦交流會，每次有多達一千名 粵港澳工商界參與，故又名「千人宴」。奈何 最近幾年受疫情阻隔闊別數載。隨著社會復 常，今年活動以「科創智造．港莞携手．灣 區同行．潛力無限」為主題，各界難得相隔 五年再聚首一堂，共商如何深化大灣區高質 量合作，具有重大意義。
Federation of Hong Kong Industries 香港工業總會 12 Hong Kong’s food products have always gained a good reputation in the Mainland. However, lengthy customs procedures have hindered many high-quality food products from entering the vast Mainland domestic market. In recent years, the Federation has actively lobbied the Central Government’s ministers as well as the HKSAR Government to streamline customs arrangements. Through FHKI’s proactive endeavors, we have witnessed the Centre for Food Safety implementing New Streamlined Customs Procedures for three categories of Hong Kong-manufactured food products this year, significantly reducing clearance time and simplifying the process. This has provided a boost to the food and beverage manufacturing industry, enabling them to further tap into the Mainland market, particularly the GBA. Consequently, this not only stimulates Hong Kong’s overall exports but also promotes upgrading and transformation of the industry. 香港食品在內地一向有口皆碑，奈何通關需 時，有很多優質食品未能打入龐大的內銷市 場。工總近年積極向國家領導人以至特區政 府，就便利通關安排提出建議和遊說。在工 總努力推動下，欣見食物環境衞生署食物安 全中心在2024年為三大類食品設立便利通關 安排，大大縮短清關時間及簡化流程，助力 食品及飲料製造行業進一步開拓內地，特別 是大灣區的市場，從而拉動香港整體出口， 同時促進業界升級轉型。
Annual Report 2023-24 年報 主席報告 Chairman’s Statement 13 Promote Sustainable Development and Nurture New Talents In recent years, Environmental, Social, and Governance (ESG) considerations have gained increasing prominence among governments, businesses, and societies worldwide. With the European Union set to implement the Corporate Sustainable Development Due Diligence Directive (CSDDD) and the Carbon Border Adjustment Mechanism (CBAM) in the next two to three years, businesses exporting to the EU will be significantly impacted. The Federation stands at the forefront of these policies by organising seminars to elucidate the latest ESG regulations and undertaking various research projects to assist its members in adapting and strengthening their competitive advantage in the new era of Hong Kong’s industrial landscape. Local businesses must accelerate their ESG initiatives and concurrently focus on nurturing I&T talents in order to stay competitive in the long run. To encourage eco-friendly practices among manufacturing, services, and property management enterprises in Hong Kong and the Pan-Pearl River Delta region, the Federation collaborated with the Bank of China (Hong Kong) to host the “BOCHK Corporate Low-Carbon Environmental Leadership Awards 2022” in August 2023. The Awards attracted over 841 participating enterprises, setting a new record in the history of the event, with more than 264 companies joining for the first time and collectively completing over 2,873 environmental projects. We also place special emphasis on SMEs’ stakeholders by establishing the SME Awards and introducing the “LowCarbon Commitment” certificate. Our goal is to encourage companies to establish annual carbon reduction targets and raise their environmental awareness. 推動可持續發展 成就未來人才 近年，「環境、社會及管治」（ESG）愈來愈備 受全球政府、企業及社會所重視，隨著歐盟 未來兩三年將實施《企業可持續發展盡職調查 指令》及「碳邊境調整機制」，大部份有出口貨 品到歐盟的企業將受影響。工總走在政策前 沿，除了舉辦講座闡述最新的ESG法規，亦 已開展多個研究項目，協助會員盡早應變， 增強香港工業界新常態下的競爭優勢。本地 工商界必須加快ESG進程，同時致力培訓新 型工業及創科人才，才可保持長遠競爭力。 為鼓勵香港及泛珠三角地區從事製造業、服 務業及物業管理業的企業推行環保措施，致 力減少環境污染，工總於2023年8月與中國 銀行（香港）續辦「中銀香港企業低碳環保領 先大獎」。2022年度大獎吸引逾841間企業參 與，創歷屆新高，當中超過264家企業是首 次參與，合共完成逾2,873個環保項目。我 們亦特別重視中小企的持份者，今年將增設 「中小企業獎」名額，支援中小企業實施ESG 措施；亦會增設「低碳承諾」證書，鼓勵企業 每年訂立減碳目標，提高企業環保意識。
Federation of Hong Kong Industries 香港工業總會 14 Various environmental policies in recent years, notably the Single-use Plastic Ban and Producer Responsibility Schemes (PRS), have had a profound impact on different stakeholders in the industry. Over the past year, the Federation has submitted position papers to the Environmental and Ecology Bureau on multiple environmental policies. In February, we had the honour of hosting an engagement session joined by several officials, including Secretary for Environment and Ecology Mr Tse Chin-wan, at the Federation, where they elaborated on multiple environmental policies and engaged in a constructive dialogue with industry representatives to hear their valuable insights. Subsequently, the Federation and the Environmental Protection Department established a working group for the PRS on Plastic Beverage Containers and Beverage Cartons, creating a mechanism for regular communication to ensure that the Department fully understands and considers industry views when formulating policies. Nurturing talents is the key to driving the success of new industrialisation. The Federation spares no effort in injecting new blood into the industrial sector. In April 2023, the Federation and the Hong Kong Science and Technology Parks Corporation (HKSTP) continued our Innopreneur Experience Journey, bringing secondary school students to intern at FHKI member companies and HKSTP partner companies. This hands-on experience allowed the students to gain insights into the working environment of the industrial and innovation sectors, providing them with a firsthand understanding of the latest developments and employment prospects within these industries. Also, in September last year, we signed an MoU with the Hong Kong Institution of Engineers (HKIE), setting a solid foundation for talents cultivation in Hong Kong. In the meantime, it is essential to harness the abundant industrial chain layout in the GBA to foster our talent development. At the GBA iForum gala dinner in January, the Federation signed MoUs with six GBA talent and education entities, as well as THEi, to collaborate in talent cultivation in the region. Amidst the global surge towards the wave of new industrialisation and the growing prevalence of STEM education, the Federation has spared no effort and unveiled the groundbreaking STEM Product Certification Framework, in collaboration with the Hong Kong Polytechnic University, in May 2023. Based on this framework, the Federation further advanced and officially launched the Q STEM Certification Scheme in January 2024, empowering both industries and consumers to evaluate the effectiveness and quality of products. The industry has embraced Q STEM with great enthusiasm, resulting in the swift awarding of Q STEM certificates by the Hong Kong Q-Mark Council to the initial cohort of outstanding STEM products and services. 近年政府推出多項環保政策，其中尤以「減塑」 及「生產者責任制」，對業界不同的持分者有深 遠的影響。工總在過去一年就多項環保政策向 環境及生態局提交意見書；2024年2月，我們 榮幸邀請到環境及生態局長謝展寰等多位官員 親臨工總，闡述多項環保政策，並與業界交 流，聽取業界意見。及後，工總與環保署成立 「塑膠飲料容器及紙包飲品盒生產者責任計劃」 工作小組，建立恆常溝通機制，確保署方在制 定政策時充分聽取業界意見。 人才培育，是推進新型工業化的致勝關鍵。 工總致力與各界聯手，為工業界引入新血。 2023年4月，工總與科技園公司續辦「工業x 創科體驗之旅」工作影子探索體驗計劃，帶領 中學生到工總會員企業及科技園夥伴企業實 習，親身體驗工業及創科產業的工作環境， 實地了解產業的最新發展和就業前景。2024 年9月，工總亦與香港工程師學會簽署合作備 忘錄，為雙方在香港的人才培訓方面工作， 奠定堅實的合作基礎。 與此同時，善用大灣區的產業鏈布局培育工 業及創科人才，方為上策。在2024年1月舉 行的「2024大灣區（東莞）工商界交流會」，工 總分別與六個大灣區人才及教育機構，以及 THEi高科院，簽署合作備忘錄，促進彼此在 大灣區人才培育方面的合作。 全球邁向新型工業浪潮，STEM教育大行其道， 工總不遺餘力，於2023年5月與香港理工大學 推出「STEM產品認證框架」。2024年1月，工總 正式推出Q STEM認證計劃，助力業界和消 費者判斷產品的效能和品質，推廣STEM教 育的普及和發展。Q STEM推出後，認受性 備受業界肯定，香港優質標誌局已向首批產 品及服務頒發Q STEM准用證書。
Annual Report 2023-24 年報 主席報告 Chairman’s Statement 15 Celebrating the 65th Anniversary with A New Chapter The Federation has consistently worked towards enhancing governance and professional service standards. Following our recognition as the “Directors of the Year Awards 2022”, the “Special Recognition of Excellence in Board Diversity”, and achieving ISO 9001 certification in 2022, we have now been honoured with the “Best Companies to Work for in Asia Awards (Hong Kong) 2024” by HR Asia, a prestigious human resources publication. This esteemed award acknowledges the diligent efforts of the FHKI Secretariat and affirms our dedication to fostering a positive corporate culture and a supportive work environment. We are excited to continue this journey, collaborating with our colleagues and stakeholders to explore new possibilities and achieve even greater success. In July 2023, I was immensely honoured to be appointed by the FHKI General Committee to serve as the Chairman for the term of 2023-25, joining other leaders in tirelessly championing of our industrial sector. Hong Kong finds itself at a critical juncture in the transformation of its industrial structure. As the sole statutory chamber in Hong Kong, the Federation carries the weighty responsibility of guiding the development of new industries and fostering innovation. Federation of Hong Kong Industries 香港工業總會 16 In the upcoming year, bolstered by the unwavering support of the Central Government and SAR Government, I will continue to collaborate with all FHKI members, as well as stakeholders from the Government, industry, academia, research, and investment sectors. Together, we will seize the golden opportunities presented by Hong Kong’s I&T advancements and the deepening GBA integration. Through this concerted effort, we stand strong to strengthen Hong Kong’s industrial landscape to bear an international I&T centre. Finally, I would like to extend my heartfelt gratitude to the FHKI Chairman’s Committee and General Committee members, and all dedicated members for their active support and involvement in the Federation affairs during the 20232025 term. 24 Federation of Hong Kong Industries 香港工業總會 FHKI Highlights 工總大事回顧 The 63rd Annual General Meeting and General Committee Meeting 第63屆周年大會及理事會會議 At the 63rd Annual General Meeting and the first General Committee Meeting in July 2023, Mr Steve Chuang was elected as Chairman of FHKI for the term 2023-25. The Annual Dinner was honoured to have the Hon John Lee, Chief Executive of HKSAR, and Mr Yin Zonghua, Deputy Director of the Liaison Office of the Central People’s Government in the HKSAR, as our Guests-of-Honour. 25 Annual Report 2023-24 年報 工總大事回顧 FHKI Highlights The Establishment of Group 33 (Biotechnology and Healthcare) 工總成立第33分組（生物科技及醫療保健） FHKI announced the establishment of its new 33rd industry group (Biotechnology and Healthcare) on 12 January 2024 to accurately reflect the prevailing industrial landscape and promote industry growth serving relevant businesses better. The Group covers manufacturing companies engaging in biotechnology, bio-medical, Chinese medicine, health supplements, health device, etc. Prof Jimmy Tao, CEO of Vitargent (International) Biotechnology Ltd and Mr Ryan Tse, Director of Vita Green Health Products Co Ltd were elected as the Group Chairman and Vice-Chairman respectively at the Group 33 Election Meeting held on 5 March 2024. 工總於2024年1月12日正式成立第33分組（生物科技及醫療保健），以便更精準地反映香 港的工業情況、促進行業的發展和更有效地服務相關企業。分組涵蓋生物科技、生物醫 藥、中藥、保健品及保健器材等製造企業，其選舉亦於2024年3月5日順利舉行，分別 由水中銀（國際）生物科技有限公司杜偉樑教授及維特健靈健康產品有限公司謝天澤先生 當選分組主席及副主席。
26 Federation of Hong Kong Industries 香港工業總會 In June 2023, FHKI organised the “iForum 2023”, which was officiated by the Guest-of-Honour the Hon John Lee, the Chief Executive of HKSAR and Mr Yin Zonghua, Deputy Director of the Liaison Office of the Central People’s Government in the HKSAR and, also, Special Guest, Prof Sun Dong, Secretary for Innovation, Technology and Industry. 27 Annual Report 2023-24 年報 工總大事回顧 FHKI Highlights GBA iForum and Banquet 2024大灣區（東莞）工商界高峰論壇及交流會 The highly anticipated GBA iForum, coorganised by FHKI, the Pearl River Delta Council under FHKI, the Hong Kong Productivity Council and the Hong Kong Applied Science and Technology Research Institute in Dongguan on 4 January 2024, was graced by the Hon John Lee, Chief Executive of HKSAR, as the Guest-of-Honour. The dinner banquet witnessed the participation of almost 1,000 business leaders and delegates from Guangdong, Hong Kong, and Macao. Among them, nearly 500 individuals had also taken part in the iForum earlier in that afternoon. They shared and exchanged views on emerging opportunities presented on GBA’s development. It helps consolidate the prowess of the business community and foster Hong Kong and GBA’s I&T development and new industrialisation. 2024年1月4日，於東莞市舉行的「2024大灣區（東莞）工商界 高峰論壇及交流會」由工總、工總轄下珠三角工業協會、香港 生產力促進局及香港應用科技研究院聯合主辦，榮幸邀得香 港特區政府行政長官李家超先生擔任主禮嘉賓。近500名來自 粵港澳工商界的領袖及代表出席高峰論壇及近千人出席交流晚 宴，就大灣區的發展新機遇分享交流，團結工商界的力量， 以推進香港及大灣區創科及新型工業化的發展。
28 Federation of Hong Kong Industries 香港工業總會 FHKI Delegations 工總代表團 FHKI organised a delegation to Beijing in May 2023 to exchange views with Central Government ministerial leaders on several important issues. The delegation was received by Mr Xia Baolong, Director of the State Council’s Hong Kong & Macao Affairs Office. FHKI also organised a delegation to Vietnam in May 2023 and another delegation to Indonesia and Thailand in January 2024 respectively. 30 Federation of Hong Kong Industries 香港工業總會 Launching of Q STEM Certification Scheme 推出 Q STEM 認證計劃 FHKI commissioned the Hong Kong Polytechnic University to conduct a one-and-a-half-year study in developing a framework specifically for STEM product certification. This framework sets the foundation of FHKI’s Q STEM Certification Scheme. FHKI released the research report in May 2023, launched the Pilot Scheme in June 2023, and officially launched the Q STEM Certification Scheme in January 2024. 工總委託香港理工大學進行 歷時一年半的研究，開發 出一套專門為STEM產品認 證的框架，作為工總推出 STEM產品認證 —「Q STEM 認證計劃」的基礎。工總於 2023年5月發布研究報告， 6月開始推行先導計劃， 並於2024年1月正式推行 「Q STEM認證計劃」。
31 Annual Report 2023-24 年報 工總大事回顧 FHKI Highlights Launching of Hong Kong Patent Landscape Report 發布香港專利分析研究報告 2nd Innopreneur Experience Journey 第二屆「工業 ｘ 創科體驗之旅」 FHKI and Hong Kong Productivity Council released the premier city-level Hong Kong Patent Landscape Report in August 2023. Funded by the Trade and Industrial Organisation Support Fund of the Trade and Industry Department, the research took about two years to complete. The report provides a comprehensive landscape of Hong Kong and global patenting and filing trends, which is used to identify the competitive strengths and promising fields of Hong Kong innovations. 工總和香港生產力促進局於2023年8月發布首份城 市級別的香港專利分析研究。研究由工業貿易署轄 下「工商機構支援基金」資助，歷時約兩年完成。該 報告全面提供香港和全球的專利布局和申請趨勢， 用於識別香港創新的競爭優勢和具有前景的領域。 In April 2023, FHKI and Hong Kong Science and Technology Parks Corporation (HKSTP) co-organised “Innopreneur Experience Journey Cohort 2”, bringing around 40 local secondary school students to join a four-day unforgettable mentorship in FHKI and HKSTP partner companies. The programme aims at inspiring students’ interest in the industrial and I&T sectors, and encouraging them to join emerging industries, training future I&T talents that meet the diversified economic development in Hong Kong. 2023年4月，工總與香港科技園公司聯合舉辦第二屆「工業 x 創科體驗 之旅」，一連四日旅程帶領約40名本地中學生於工總會員企業以及香港 科學園夥伴企業，展開難忘的工作體驗，激發學生對創科及工業的興 趣，並鼓勵年輕人投身新興產業，為香港推動多元經濟發展培訓所需 人才。

Advocacy for Industries
34 Federation of Hong Kong Industries 香港工業總會 Advocacy for Industries 為工業界發聲 As the pioneer of the Hong Kong industrial sector, the Federation shoulders the weighty responsibility of speaking up for the interests of the business community. We tirelessly seek the support of the Government, stakeholders and the public to drive policies that are advantageous to the business community. Over the past year, the Federation has demonstrated unwavering vigilance in monitoring the unfolding dynamics of business interests and articulating our views and suggestions to the Government, stakeholders and the general public on behalf of our corporate members. Through rigorous policy analysis and extensive research endeavours, we have also made significant contributions by offering strategic proposals for the long-term advancement of our industries. In crucial domains such as I&T development, new industrialisation, integration within the Greater Bay Area (GBA), cultivation of industrial talent and achieving sustainable development, the Federation has actively engaged in open and constructive dialogues with both the Central Government and the SAR Government. Through media interviews, newspaper articles and keynote presentations, we endeavour to enhance public awareness and foster a business environment conducive to industry advancement. National security and stability are indispensable prerequisites for conducting business. In order to create a stable and secure business environment and consolidate investor confidence, the Federation has submitted a paper to the Government and has joined forces with three major chambers of commerce to advocate for the prompt legislation of Article 23 of the Basic Law. Thanks to the concerted efforts of our administrators and legislators, this legislation was finally enacted in March of this year, effectively resolving the issues that have plagued Hong Kong for the past 26 years. Furthermore, our Government successfully reformed the District Councils and strengthened the district governance. The Federation spared no effort in encouraging its members to actively participate in the District Council Election held in December last year. Only by safeguarding national security and improving the political and electoral systems can Hong Kong channel its energy into economic development, benefitting its people and continuing to shine on the international stage. 作為香港工業的代表，工總肩負為業界發聲的 重任，致力爭取政府、持份者及公眾支持有 利工商界的政策。工總在過去一年一直緊密關 注香港工商業界的發展動態，就業界關注的政 策，為會員企業向政府、持份者及公眾表達意 見及建議；並透過政策分析及研究項目，為產 業長遠發展出謀獻策。工總在創科發展、新型 工業化、大灣區互聯互通、工業人才及可持續 發展等重要範疇，密切與兩地政府交流，並以 傳媒訪問、報章撰文、專題演講等方式，加深 社會各界對香港工業的理解，致力營造更有利 於業界發展的商業環境。 國家安全和穩定的社會是營商的大前提，為締 造穩定而安全的營商環境，鞏固投資者信心， 工總向政府提交意見書，支持政府盡早就《基 本法》第二十三條立法，並聯同三個主要商會 聯署支持盡快展開立法工作。在官員及議員們 努力下，今年3月終於落實《基本法》第二十三 條立法，為纏擾香港長達26年的問題畫上句 號。此外，現屆政府亦完成重塑區議會及強化 地區治理架構的重任，工總全力推動會員，參 與於去年12月舉行的區議會選舉。只有在維護 好國家安全、完善選舉制度後，香港才可集中 精神拼經濟、謀發展、惠民生，在國際舞台上 繼續展現光彩。
